Under a new law, more Medicare beneficiaries could qualify for Extra Help with their Medicare prescription drug plan costs because some things no longer count as income and resources. The Extra Help is estimated to be worth an average of $3,900 per year. To qualify for the Extra Help, a person must be on Medicare, have limited income and resources, and reside in one of the 50 states or the District of Columbia. HHS announced the availability of $60 million in funding from the Affordable Care Act (ACA, the health care reform law) to help people navigate their health and long-term care options. Findings from the biannual report, The Fiscal Survey of States, released by the National Governors Association and the National Association of State Budget Officers, show fiscal year 2010 presented the most difficult challenge for states' financial management since the Great Depression. Although the nation's economy shows signs of improvement, state fiscal conditions continue to deteriorate. To address falling revenues and meet balanced budget requirements, states have dramatically reduced spending from $687.3 billion in fiscal 2008 to $612.9 billion in fiscal 2010. The report indicates fiscal 2011 will be equally challenging, in spite of modest revenue growth. More
