Regulatory Update – Hours of Service Rule in Final Review Stage Last week, the U.S. Department of Transportation sent the hours of service (HOS) rule to the White House Office of Management and Budget (OMB) for final review. OMB has 90 days to formally review the rule, after which time it will most likely be published in the Federal Register as a final rule. This news comes just a few days after the Federal Motor Carrier Safety Administration (FMCSA) announced a delay in the publication of the final rule, which had been scheduled for release by the end of October under as directed by a court settlement agreement. Numerous industry organizations, including NACD, and key members of Congress have raised objections to the HOS proposal, which would further limit the hours that drivers can be on the job. |
