A revised version of the Elementary and Secondary Education Act (ESEA), introduced by Sen. Tom Harkin (D-IA) and Sen. Michael Enzi (R-WY), largely would let states and districts decide whether and how to evaluate teachers. Districts that want to tap the federal Teacher Incentive Fund, a voluntary pot of money aimed at helping schools create alternative pay programs, would
have to craft evaluations, but all others would simply have the option.

Signaling some unity in the Senate on fixing the Elementary and Secondary Education Act, two senators announced an agreement to move forward on bipartisan legislation to overhaul it. However, Education Secretary Arne Duncan issued a statement noting that the bill did not include a provision the administration favors, which is a requirement that local and state districts
develop teacher and principal evaluation systems.

Republicans in the U.S. Senate blocked President Obama's jobs plan, prompting Democratic leaders to begin laying plans to divide the $447 billion package into pieces they hope will be too politically popular to oppose. Among those pieces are expected to be separate bills that would help schools hire more teachers and modernize their facilities, such as

As public schools in Chicago have shifted their focus to online learning, the benefits have been blunted by the fact that home access to the Internet costs too much for some students. Some possible help emerged when Comcast began offering low-cost broadband service to every family with children in Chicago
Public Schools who qualify for the federal lunch program and who have not recently subscribed to the company’s Web service. Families who qualify get Internet access for $9.95 per month, roughly one-fifth the cost of Comcast's basic Internet-only plan. They can also buy a computer from Comcast for $149.95.

Court Blocks Alabama from Checking Students' Immigration Status

A federal appeals court blocked a key part of Alabama's law that requires schools to check the immigration status of students, temporarily weakening what was
considered the toughest immigration law in the nation. The 11th U.S. Circuit Court of Appeals also blocked a part of the law that allows authorities to charge immigrants who do not carry documents proving their legal status. The three-judge panel let stand a provision that allows police to detain immigrants that are suspected of being in the country illegally.

Three administrators in Atlanta's public
school system here have had their certificates revoked as punishment for changing answers on students standardized tests. Georgia's Professional Standards Commission issued punishments to 11 educators implicated in the Atlanta Public Schools cheating scandal. Eight teachers received a two-year suspension of their teaching certificates.
