  FCC Proposes Web-safety Education Rules

Schools and libraries receiving federal e-Rate funding would have to submit proof that they have implemented internet safety education programs along with their e-Rate applications, according to a new Notice of Proposed Rulemaking issued by the Federal Communications Commission on Nov. 5. When the Protecting Children in the 21st Century Act passed in Congress in late 2008, it included a provision requiring schools to educate their students about safe and appropriate online behavior but lawmakers issued no immediate guidance to enforce that provision. Proposal Would Shorten Path to Teacher Certification, for Some

A quicker route to a high school teaching career was recently laid out for state board of education scrutiny, but the idea got a cold reception from the state's teacher colleges. Michigan Department of Education staff told the board they developed the Michigan Nontraditional Route to Teacher Certification to address predicted teacher shortages in math, science and career education, and also to tap into the talent pool of out-of-work scientists and engineers. But representatives from the public and private universities that currently train most of Michigan's teachers said they aren't sure a shortage exists. They also questioned whether an expedited program would turn out quality teachers. More

Controlling what children see on TV, online, and in other electronic media requires a delicate balancing act between the First Amendment rights of content providers and the desire to protect kids from inappropriate material, said panelists during a Nov. 2 discussion at the Georgetown Law Center in Washington, D.C. "The law is not settled on this subject," said Jim Steyer, chief executive officer and founder of Common Sense Media, which sponsored the discussion along with the Georgetown Law Center. More

Achievement Test Highlights Gap for Pittsburgh's Black Students

A downtown education group yesterday said the Pittsburgh Public Schools must significantly raise the achievement of black students if the district is to achieve its vision of "Excellence for All." Despite improvements in some grades in recent years, the districtwide achievement gap remains 27.3 percentage points in math and 30.5 percentage points in reading, A+ Schools said in its annual report on the state of the district. The achievement gap represents the difference between the percentage of white students who scored advanced or proficient on the 2009 state standardized test and the percentage of black students who did so. The Pennsylvania System of School Assessment annually is given to public school students in grades 3-8 and 11. More
MESSAGE FROM THE U.S. DEPARTMENT OF STATE
Department of State Exchange Programs for Administrators and Principals
The U.S. Department of State is offering international exchange programs for principals. These exchange programs provide the opportunity for U.S. and international school principals from Argentina, Brazil, Jordan, Mexico, Thailand, and Uruguay to interact on issues of mutual interest to their communities, schools and students. International administrators travel to the United States for a one-week educational seminar in Washington, D.C. followed by a two-week work shadow program with their U.S. partner administrator. Then the U.S. administrators participate in a reciprocal program with their counterpart in June or July, or August abroad. The U.S. administrator, in collaboration with her/his partner administrator, designs and implements the program for their international partner(s) during their U.S. visit and arranges a home stay or, in the case of Brazil, hotel accommodation. Exchanges may focus on leadership, innovation in school management, instruction, curriculum development, student affairs, and/or educational policy.

At this time, the program for Uruguay is undersubscribed and applications are being accepted on a rolling basis through December 1. This program is open to U.S. secondary school principals as well as elementary and secondary school teachers. Participants will host a Uruguayan educator from February 4 to 18, 2010 and apply to participate in a reciprocal exchange to Uruguay in mid-July to early August, 2010.
Fluency in Spanish is required.

The Department of State works with American Councils for International Education, ACTR/ACCELS to manage the seminar programs under a cooperative grant.
