The U.S. Food and Drug Administration is requesting $4.03 billion to promote and protect public health as part of the President's fiscal year 2011 budget – a 23 percent increase over
the agency's current $3.28 billion budget. The FY 2011 request, which covers the period of Oct. 1, 2010, through Sept. 30, 2011, includes increases of $146 million in budget authority and $601 million in industry user fees.

Fish oil pills may be able to spare some young people with signs of mental illness from a progression into
fully developed schizophrenia, according to a preliminary study of 81 patients in Austria. The study adds to evidence suggesting that severe mental illness may be prevented with intervention. The researchers are starting a larger study in eight cities, hoping to replicate the findings, which appear in the February issue of Archives of General Psychiatry.

States are slashing funds for environmental programs, threatening their ability to meet federal standards for clean air and water. All but two states, Montana and North Dakota, have made significant cuts to initiatives ranging from toxic waste cleanup to sewage treatment, says Steve Brown, executive director for Environmental Council of the States,
which unites state agencies. The budget crunch is so severe that some states are struggling to implement and enforce new rules set by the Environmental Protection Agency.
