The Otter Tail County Board of Commissioners in Minnesota unanimously approved an ordinance requiring all pawnshop owners in the county to register each item they receive in a database program which the county's sheriff's department can access. County sheriff Brian Schlueter made it clear that the department trusts the pawnbrokers, but there are still concerns that the brokers might unknowingly receive stolen goods. As for concerns that the system would bring too much regulation to pawn shops, Schlueter said, "It's fairly limited what they're required to do, but it's proportionate to the evil we're trying to get at, which is not [the pawnbrokers]."
