Phoenix residents will soon have to pay more to pawn their stuff. Starting Aug. 1, the transaction fee people pay to take out loans at pawnshops will increase to $3.50 from $3. The Phoenix City
Council approved the increase, 6-1, this week with Councilman Sal DiCiccio dissenting. The city is raising the fee for the first time in 12 years to recover the costs of operating the Phoenix Police Department's pawnshop detail.

A $30 billion government fund would be available to community banks to increase lending to small businesses under a bill passed by the House as congressional Democrats tried to revive their election-year jobs agenda. House Democrats projected that banks would use the fund to leverage up to $300 billion in loans to small businesses, helping to loosen tight credit markets. Republicans called the bill another bank bailout that
would do little to increase lending to small businesses.

Stephenville, Texas cowboy gets back prized saddle from pawnshop

Sometimes all you need is a little luck — and an expert eye. Stephenville, Texas, resident and former rodeo star G.K. Lewallen, 91, is "tickled to death" to once again be in possession of the prize saddle he won 65 years ago in 1945 at Madison Square Garden. The saddle was stolen from his home in February and turned up recently at a Garland, Texas, pawnshop. Thanks
to the watchful and expert eye of John Allen, 28, a Stephenville saddle smith and leather worker, the saddle is now back in Lewallen's hands.
Editor’s Note: As background, the saddle shop owner did not inform the pawnbroker of his suspicions regarding the saddle in questions until AFTER he had attempted to negotiate its purchase price. The Sheriff's deputies showed up at 6 p.m. on a Saturday. The pawnbroker bought them dinner next door, while the theft report was reviewed by
the pawnbroker. After talking with the victim's daughter (who offered to reimburse the pawnbroker), the pawnbroker opted to release the saddle at no charge.

Future thieves who try to fence stolen goods at Grand Rapids, Mich., pawnshops and secondhand stores might be thwarted by steps being proposed by law enforcement officials. The Grand Rapids Press reports that an ordinance being considered by Grand Rapids city commissioners would require pawnshops and secondhand stores to register the goods they receive for resale on a daily basis.
