Jade Osowski needed some quick cash. So she took her seven designer-brand purses to a place that, until last year, did not exist in the city limits of
Naperville, Ill.: a pawnshop. At Naperville Jewelry and Loan, co-owner Greg Holloway assessed the value of the leather bags and gave Osowski $170, which she used to attend a book-signing in Minnesota for "American Idol" runner-up David Archuleta. Osowski, 17, might not fit the profile of a typical pawnshop customer. But neither does family-friendly Naperville — with an estimated median income of about $89,000 — seem the typical setting for a pawnshop.

From about 1990 through the economic crisis of 2008 and beyond, many poor Americans had to submit to similar practices with the blessing of Wall Street as the federal government looked away. "There are any number of strange but seemingly lucrative splinters that are part of the poverty industry," Gary Rivlin writes in "Broke, USA." It's an exhaustive expos of pawnshops, check-cashing rip-offs, payday loans, auto title loans, rent-to-own
schemes, subprime mortgages and other "equity stripping" means of getting poor people into debt they can't carry, then taking their houses and cars while derivatives backed by those bad loans are sold to investors.

As the Wednesday expiration approaches of a law allowing payday-loan lenders to charge Arizonans up to 460 percent annual interest, Valley pawnshop owners say they expect to see a little more business coming their way. Pawnshop owners had seen a marked decrease in business since the advent of the payday-loan industry. Pawnshops provide collateral loans, money in exchange for personal property that can be reclaimed after paying the
loan with interest.

EZCorp buys 5 Chicago pawnshops

EZCorp Inc. paid cash to buy five pawn stores from Chicago-based Hometown Jewelry & Loan and Abby Jewelry & Loan. The acquisition comes less than two weeks after the Austin, Texas-based company picked up eight stores in Florida. The new Chicago shops will switch to the EZPawn brand. The acquisition of these stores gives us an immediate and substantial presence in the Chicago area, said Eric Fosse, president for EZCorp's
pawn Americas division.

Moines, Iowa. First, Pawn America will spend over $2 million to improve two vacant and blighted properties. This includes a major face lift to the interior and exterior, new landscaping, better parking and much more. This work will be done by local contractors and put local residents to work immediately. Unlike other businesses and developments in the area, Pawn America will not be asking for any government money, tax breaks or sweetheart deals of any kind. We are just asking the city to
honor the licenses that they granted us in April of 2010.
