New Survey Finds Bed Bug Infestations Spike During Summer Months
NPMA
NPMA and the University of Kentucky recently released the results of their biennial Bugs Without Borders survey, which surveys U.S. pest professionals on the prevalence of bed bugs in Americans' daily lives. The 2015 survey found that bed bug infestations in the United States continue at high rates, with 99.6 percent of respondents having treated for bed bugs in the past year. That number - which has been consistent for the past few years - is significantly higher than 15 years ago, when only 25 percent of pest professionals reported treating for bed bugs. Click here to read the top five survey findings.

Insecticide Resistance and Tolerance in the Brown Dog Tick
NPMA
Brown dog ticks (Rhipicephalus sanguineus) are the only North American tick species that can maintain infestations indoors and are notoriously difficult to control once established. A research team, led by Dr. Amanda Eiden of the University of Florida, recently published a research paper that explored the problem by analyzing levels of acaricide resistance and tolerance in field populations of the brown dog tick. Ticks from kennels and residential facilities that had experienced acaricide failures in Florida and Texas were obtained and ticks were screened for resistance and tolerance to permethrin and fipronil, two actives commonly used to control brown dog ticks. All 9 populations screened for permethrin resistance were found to be resistant or highly resistant while populations analyzed for fipronil resistance were found to be tolerant but not resistant.

This paper was published in the most recent volume of the Journal of Medical Entomology under the title, “Detection of permethrin resistance and fipronil tolerance in Rhicephalus sanguineus (Acari: Ixodidae) in the United States”

White House Releases Unified Agenda for Regulatory Agencies
NPMA
On Thursday May 21, the White House released its semiannual Unified Agenda of Federal Regulatory and Deregulatory Actions, which details regulatory activities under development throughout Federal Government Departments, Agencies and Commissions. The Unified Agenda is a useful tool to see agencies priorities and summaries of proposed rules prior to publication. Many of the items in this unified agenda are holdovers from the previous agenda as the Obama administration is prioritizing key initiatives and final rules prior to his departure in 2017. Relevant to NPMA members the EPA published the following proposed rule:

EPA Proposed Rule; Certification of Pesticide Applicators (RIN: 20170-AJ20)
This action is intended to improve the training and awareness of certified applicators of RUPs and to increase protection for noncertified applicators of RUPs operating under the direct supervision of a certified applicator through enhanced pesticide safety training and standards for supervision of noncertified applicators.

It is important to note that not every “proposed rule” moves forward or is published, but NPMA has heard that this rule will be published this summer. NPMA will continue to monitor the Federal Register and provide updates.

Massachusetts Legislative Activity
NPMA
On May 18, the Massachusetts Legislature introduced H. 3434 and H. 3417. If enacted both bills could impact the structural pest management industry.
  • MA H 3434, An Act Banning Glue Based Rodent Traps – Amends Chapter 270 of the Criminal code and makes it illegal to use glue or adhesive-based traps for the control of rats, mice or other rodents. A violation of this section will be a $50 fine. H.3434 was a citizen sponsored bill and currently does not have support in the legislature.

  • MA H 3417 – An Act Establishing a Committee Studying Bee Colony Collapse – Would create a 12 person committee to study Pollinator Health, as introduced there would be no representative from the structural pest control industry on the Committee.
