Bed Bugs and the Hospitality Industry
NPMA
Bed bugs (Cimex lectularius) are renowned for their association with hotels and travelers. In order to investigate how bed bugs fit into the hospitality industry, Dr. Mike Potter, Dr. Wuyang Hu, and doctoral candidate Jerrod Penn, all of the University of Kentucky, conducted an extensive survey. Two thousand one hundred people who travel regularly for business or pleasure were surveyed about a variety of bed bug topics. When asked what their response to visible signs of bed bugs (compared to lack of cleanliness, smoke, etc.) in their hotel room would be, respondents were more likely to switch hotels than ask to switch rooms. Eighty percent of respondents believed that hotel staff should disclose whether their room has had a documented bed bug infestation or introduction, with half of those people requesting to know information from the past year. Interestingly, hotel guests that reported finding a bed bug on travel review services led to a drop in prices for that hotel from $23-$38 per room, per night. The self-reporting of bed bug sightings is especially disconcerting given that over 67% of respondents could not reliably tell a bed bug from other common household pests.

HEARD ON THE HILL

EPA Approves Rodenticide Label Amendment for Non Commensal Species
NPMA
In late September 2014 the Association of Structural Pest Control Regulatory Officials (ASPCRO) asked EPA to expand language to include non-commensal rodents on product labels. Last week NPMA was notified that EPA has agreed to accept the three pack rat species listed below for inclusion on rodenticide labels as clarified in a June 5, 2015 response from ASPCRO to the agency.
  • Neotoma albigula
  • Neotoma micropus
  • Neotoma mexicanus

In addition to the three pack rat species, EPA has agreed to allow the following non-commensal rodents to be included on rodenticide labels as target pests:
  • Cotton mouse (Peromyscus gossypinus)
  • Cotton rat Sigmodon spp. (excluding S. hispidus insulicola)
  • Eastern cotton rat (Sigmodon hispidus hispidus)
  • Deer mouse (Peromyscus maniculatus)
  • Eastern harvest mouse (Reithrodontomys humuli)
  • Golden mouse (Ochrotomys nuttalli)
  • Polynesian rat (Rattus exulans)
  • Meadow vole (Microtus pennsylvanicus)
  • White footed mouse (Peromyscus leucopus)

This decision applies to new registrations and to amendments of existing registered products. NPMA feels this change is beneficial for registrants and pest professionals to target non-commensal rodents which previously were not permitted to be listed on product labels.

House Subcommittee Holds First Hearing on Proposed Overtime Rule
NPMA
On Thursday, July 23, the U.S. House of Representatives Education and Workforce Subcommittee on workforce protection held a hearing "Examining the Costs and Consequences of the Administration’s Overtime Proposal." The hearing was the first Congressional hearing directly related to the Department of Labor (DOL) recently published proposed rule to change current overtime guidelines and thresholds.

Subcommittee Chairman Tim Walberg (R-MI) described the proposed overtime rule as "flawed" and explained that higher thresholds would lead to many employees being changed from salary to hourly which would resul in less work/life flexibility and reduced long term career growth opportunities. This sentiment was echoed by other Republican members, along with panel of testifying witnesses. Democrats on the committee argued the opposite and support the DOL proposed changes as a necessary step in providing fair pay for work performed.

NPMA signed onto a letter submitted to the committee, which was entered into the official record. The letter details many of the problems the overtime changes would have on both employers and employees. The letter was submitted by the Partnership to Protect Workplace Opportunity, a large and diverse coalition, which NPMA is participating with.
