NPMA Annual Membership Meeting

The annual NPMA membership meeting will be held at 8:30 a.m. on Thursday, October 23rd, in conjunction with the PestWorld 2014 general session. The meeting will be brief, but will include a vote on amending the NPMA bylaws to allow greater representation of the supplier community on the NPMA board. The proposal, which has been unanimously recommended by the NPMA bylaws committee and board of directors, will increase supplier representation on the board from one voting and one non-voting member to three voting members. 2014 West Nile Virus Update

West Nile virus is an arthropod-borne virus (arbovirus) most commonly transmitted by the bite of an infected mosquito. Since the first detection of West Nile virus in North American in 1999, several mosquitoes have been found to harbor the virus, including Aedes, Anopheles, Culex, and several other mosquito genera. West Nile virus can cause febrile illness, encephalitis or meningitis, however, 70-80 percent of people infected with West Nile virus are asymptomatic.

According to the latest update by the Centers for Disease Control and Prevention (CDC), 40 states and the District of Columbia have reported cases of West Nile in at least one resident with a total of 1,177 people diagnosed with West Nile virus infections in 2014, a slight uptick from 2013. However, based on the high percentage of asymptomatic infections, the true number of West Nile cases is likely much higher. All told, there have been 43 fatalities attributed to West Nile virus in 2014. California (374), Texas (155), and Louisiana (102) have experienced the highest number of infections, cumulatively accounting for over fifty percent of the nationwide total. Peak season is from June to September, correlated with mosquito activity.

Second-Generation Anticoagulants in New York

NPMA continues to work with the New York pest management Association, registrants and other stakeholders to respond to a petition filed by the Center for biological diversity and others asking the New York State department of environmental conservation to reclassify second-generation anticoagulant rodenticides as restricted use products. While this kind of petition would be problematic anywhere, it's particularly problematic in New York because of a provision in New York law that requires DEC to ban the purchase, sale and possession or use of an RUP "if there is a reasonably less dangerous alternative capable of performing the task required."

NPMA/CPCA Preparing for Sunset Review of Colorado Pesticide Applicators' Act
NPMA
NPMA public policy staff traveled to Colorado last week to work with the Colorado Pest Control Association to prepare for the upcoming Sunset Review of the Pesticide Applicators' Act (PAA). A state agency will soon recommend changes to the PAA and those suggestions will be considered by the General Assembly next year. NPMA and CPCA are working to ensure that any revisions to the PAA are not overreaching or disruptive. We anticipate the reported will be made available the middle part of this month and will provide a summary and analysis for review.

KS Department of Agriculture Allows Electronic Conveyance of Pest Management Records

Kansas Secretary of Agriculture Jackie McClaskey last week signed an order permitting pest management professionals and other pesticide applicators to electronically convey information related to pest management services to customers as a means of complying with the state’s longstanding consumer disclosure law. The order will likely be incorporated into an upcoming rulemaking. Congratulations to the Kansas Pest Control Association for their leadership on this matter.

California Governor Jerry Brown recently signed into law legislation NPMA helped developed adding electronic conveyance as an accepted means of providing consumers with information about pest control treatments. NPMA is presently working with Colorado officials on this matter and hopes the issue will be addressed in 2015. Click here to read Secretary McClaskey’s order.
