Pest Management Records Modernization Act Introduced

The House Agriculture Committee is showing renewed interest in legislation NPMA developed in the summer of 2013 permitting pest management professionals and other commercial pesticide applicators to create, retain and convey pesticide use records in electronic format. Since the original sponsor of the bill – Representative Rob Andrews of New Jersey – retired earlier this year, NPMA approached staff with Congressman Kurt Schrader of Oregon to see if the Congressman would be interested in running the bill. Congressman Schrader formally introduced the bill on Friday afternoon, with Congressman Glenn Thompson of Pennsylvania as the lead cosponsor. Entitled the “Pest Management Records Modernization Act,” the measure was assigned the number H.R. 5714.

While most states allow PMPs to convey information electronically to customers as a way to comply with consumer information requirements, a few states still require that the information be provided in paper or hard copy format. NPMA worked closely with California PMPs to develop just enacted legislation amending longstanding consumer information requirements to allow for the required documentation to be provided electronically. More recently, the Kansas Secretary of Agriculture issued an administrative order allowing Kansas PMPs to pass along information to consumers electronically. Arizona, Georgia, Wisconsin also amended their regulations or laws in the past few years allowing information about pest management services to be conveyed electronically to customers.

Arizona Department of Agriculture Proposes Rulemaking

The Arizona Department of Agriculture's Office of Pest Management recently proposed rulemaking making permanent a fee rule adopted earlier this year under an expedited rulemaking process, reducing license fees, and addressing practical issues in the rules that have been uncovered during the initial period of their enforcement. The pending rulemaking is projected to reduce the amount in fees paid by the industry by approximately $700,000 per year.

Senators Urge EPA to Protect Pollinators from Pesticide Exposure

Senator Edward J. Markey (D-Mass.) and nine other Senators last week wrote the U.S. Environmental Protection Agency to urge the Agency to quickly address the risks that pesticides pose to the health of bees and other pollinators. Click here to read the letter.

Pending Michigan Bill Addresses MDARD Access to Records of Out-of-State Companies

A pair of Michigan legislators recently introduced legislation in the Michigan House of Representatives requiring out-of-state pest management professionals and other commercial applicator companies doing business in the Wolverine State to, as a condition of licensure, either continuously maintain in the state a registered office and resident agent, maintain and make available records required by law to Department of Agriculture and Rural Development officials or pay all costs incurred by the Department in auditing the records at an out-of-state location. Rep-elect Dold Jr. Appointed to Financial Services Committee

Congressman-elect Bob Dold Jr. – the President of Rose Pest Solutions in Chicago – was recently appointed to the House Financial Services Committee. The panel, which is considered one of the top-tier committees in the House, has jurisdiction over banking, insurance, housing, urban development and an array of other important issues. The Entomological Society of America (ESA) recently awarded Dr. Kathy Heinsohn, B.C.E, with the Distinguished Service Award to the Certification Program. This award encourages, recognizes, and rewards outstanding contributions to the ESA Certification Program and the professionalism of entomology. Dr. Nancy Hinkle received the Recognition Award in Urban Entomology from ESA. This award recognizes and encourages outstanding extension, research, and teaching contributions in urban entomology.
