Drug War on another Border from the Los Angeles Times
The crisp region of polished high-rises, emerald spruce, azure waterways and feel-good vibes finds itself in the midst of a gang war that has killed at least 18 young people this year. Drug dealers are gunning down women, high school students with no gang allegiances and, especially, one another, in broad daylight in and around the city that will host the 2010 Winter Olympics. Authorities trace the violence to the recent government crackdown on cocaine traffickers in Mexico, which has squeezed profit margins for cocaine north of the U.S. border.

Michigan Might Take California Prisoners from the South Bend Tribune Michigan Gov. Jennifer Granholm sent a letter to California Gov. Arnold Schwarzenegger this week formally offering to house -- for a fee -- some of the Golden State's prison inmates. Michigan plans to close two prisons by the end of September and hopes to save the jobs of about half of the 1,000 prison guards it plans to lay off by Oct. 1 if California accepts the offer.

Bills Seek to Reduce Stigma of Criminal Records from the Boston Globe Legislators, government officials, and community organizers called for changes in Massachusetts’ criminal records law yesterday, saying that the system places an unfair burden on former offenders. At a State House rally, speakers lobbied for bills that would allow individuals’ criminal records to be sealed sooner than allowed under the law, which requires a waiting period of 10 years for misdemeanors and 15 for felonies. Supporters of changes to the Criminal Offender Record Information system said that such changes would help former offenders to find jobs and housing, reducing recidivism and saving money. More

Defendant Can Cross-examine Forensic Experts, Supreme Court Rules from the Chicago Tribune The Supreme Court announced last week a potentially significant change in how crime lab reports are used in trials, ruling that a defendant has the right to cross-examine in front of the jury the experts who prepared these reports. In the opinion, Justice Antonin Scalia said technicians who prepared these reports acted as "witnesses" for the prosecution. And under the 6th Amendment, the accused has the right "to be confronted with the witnesses against him." More
Texas' Prison Guard Shortage Eases from the Austin American-Statesman Texas' longstanding shortage of prison guards has evaporated significantly in recent months — to the lowest numbers in more than a decade, thanks to a struggling economy and pay incentives that include bonuses and raises.
