Every sheriff's department across Colorado is joining a system that quickly updates
crime victims and their families if a defendant or a convict is released, transferred or escapes from jail. The VINE system is a multi-state computer program created by Kentucky technology company Appriss, which delivers notifications about the custody status of offenders by phone and email 24 hours a day, seven days a week. It has been used by the Denver County Sheriff's office for 13 years, but on Monday the County Sheriff's of Colorado announced that every county across the state will now use

A California sheriff's
office, hit hard by budget cuts, is seeking more than a quarter million dollars of state funds to help crack down on marijuana growers and traffickers. What's normally a routine bid for extra money, however, has drawn resistance.
Two of the five county supervisors, who must sign off on monetary requests, voted against the sheriff's funding plan, citing the enforcement of marijuana laws as a low priority and almost dooming prospects of the new crime-fighting funds.
"I think it's a waste of
energy and resources," said Supervisor Neal Coonerty who joined John Leopold in trying to block the grant application. "We have limited resources in the criminal justice system. There are more serous drugs that have more serious consequences."

A Skokie, Ill. lawyer's challenge of a speeding ticket that also led to his client being charged with DUI may finally provide the test case that will restore some sanity to how accused speeders are treated in Chicago's Traffic Court.
George Livas says he intends to dispute evidence from the LIDAR speed detection equipment that Chicago Police used in stopping a Chicago man accused of driving 103 mph on a city
expressway in November 2005.
Livas has asked a Traffic Court judge to hold what in legal circles is known as a "Frye hearing" -- during which the burden will be on prosecutors to prove that LIDAR technology is scientifically proven to be reliable.

A two-year legal battle to open up disciplinary records of Chicago
police officers was set back today when a panel of federal judges decided to keep the files secret -- denying an attempt by a journalist and 28 aldermen to open thousands of documents to public scrutiny.
The fight over the files has unfolded amid a broader public debate about police oversight in the city, with some critics suggesting the files would reveal evidence of police department leaders ignoring rogue cops for years. But the 7th Circuit Court of Appeals decision came down to a simpler
legal matter.

The St. Johns County Sheriff's Office arrested 34 people on the morning of Nov. 6 in connection with illegal narcotics transactions.
Police said they targeted 55 individuals, and
21 of them are still being sought.
The sheriff's office said its special investigations unit concluded a two-phase operation titled "Operation-Street Sweeper" that stemmed from numerous complaints in reference to drug activity occurring within the county.

What would happen to the emergency needs of the public if an epidemic or catastrophe sickens police officers and shuts down local police stations?
Who responds to the roadside emergency 911 call if the local department's officers are all out with the H1N1 flu?
With flu, swine and seasonal, striking in historic proportions, decimating school populations and other establishments, the notion isn't as far-fetched as it might sound. Realizing the hazard, Massachusets police chiefs have begun working together to come up with a plan to cross town lines and help each other.
"This is a discussion of 'what if,'" said Georgetown police chief James Mulligan.

Crime Fighting Blimp Tested In Atlanta

Soon, you might be seeing a 30 foot blimp hovering above Atlanta's skyline. A company out of Norcross, Ga., called Top Eye View wants to sell one of their blimps to area police departments. "We are able to give you a real time feed directly into your command post we are able to transmit the image anywhere within a five mile radius. We can
stream the image down to a police command post who can then dispatch a local unit to an area of a public disturbance." The CEO and founder of the company says he has used it in more than 150 locations and events. Atlanta Police tested the unmanned surveillance system at the Peachtree road race and Dogwood festival. A number of local law enforcement agencies around Atlanta have tested the device and tell CBS Atlanta News it would be a great tool to help fight crime and be a crime
deterrent.

The Georgia Department of Corrections will ban all tobacco use at its 37 facilities by the end of next year, becoming the 11th state to implement a total
withdrawal of smoking at its prisons.
Corrections Commissioner Brian Owens told The Atlanta Journal-Constitution on Monday that the agency will begin a phase-out of tobacco use beginning Jan. 1.
"It’s 2010 in a few days and it's time to do the right thing," Owens said.
