Operation Stonegarden, the federal program that funnels money to border law enforcement agencies recently came under fire for handing out $165 million with purported lack of oversight and unclear goals. After a seven-month investigation, two reporters from the Arizona Daily Star wrote that the program offers "little tracking of how the money is spent, no clear objective and no benchmarks for success." In Santa Cruz County, Ariz., Sheriff Antonio Estrada sees Stonegarden funds as a long-overdue reimbursement to local law agencies that cope with crimes unique to the U.S.-Mexico border. "Everything that spills over the border is a federal responsibility," Estrada said. "We don't have the budget to deal with federal issues, but we're confronted with them on a daily basis. It’s a little too much for a small agency like us." More

Gangs Use Cell Phones and Social Media Networks to Coordinate Crime

These days, social networking sites and cell phones are not just a place to catch up with friends. Gangs in Southern California are using them to orchestra crime, commit fraud and traffic drugs. The issue is so severe at California Institution for Men in Chino, that Lt. Thomas Goetz said he has assigned two staff members to try to eliminate the use of prepaid disposable phones in the prison. "The cell phones have become a communication tool between inside and outside gang members that we can't circumvent," he said. The main problem for prisons is that there is no way to trace the information that is being relayed in the phone calls, unlike land lines which can be monitored, he said. It's getting to the point that gangs are circumventing all our investigations because of these media outlets," said John Santos, special agent with the California Department of Corrections and Rehabilitation, Special Services Unit. More

New York State would make it a felony to drive while intoxicated with a child in the vehicle and would require first-time convicted drunken drivers to buy a device that prevents them from driving their cars if they have been drinking, under a bill passed by the State Assembly. The measure, which would significantly toughen penalties for drunken driving, could soon be passed by the Senate and sent to the governor. More

Trucker Program Attracts Mexican Drug Smugglers

A U.S. program that offers trusted trucking companies speedy passage across American borders has begun attracting just the sort of customers who place a premium on avoiding inspections: Mexican drug smugglers. Most trucks enrolled in the program pause at the border for just 20 seconds before entering the United States. And nine out of 10 of them do so without anyone looking at their cargo. But among the small fraction of trucks that are inspected, authorities have found multiple loads of contraband, including nearly 13 tons of marijuana seized in a three-week period last spring. Some experts now question whether the program makes sense in an environment where drug traffickers are willing to do almost anything to smuggle their shipments into the U.S. More
