Massachusetts Sheriff's Department Awarded NSA Iris Scanning Grant

Barnstable County Sheriff James M. Cummings recently announced receipt of its first-ever iris biometric grant awarded by the National Sheriffs' Association.
The award is for a complete iris biometric system, valued at $10,000, and will come at no future cost to taxpayers.
Sheriff Cummings thanked Massachusetts 10th District Congressman William Delahunt for his national leadership and commitment, "together ensuring Barnstable and Plymouth
counties will be the first recipient of this grant program. I am also honored and frankly a bit flattered that the NSA has chosen us to kick off this critical public safety initiative. Truth be told, there is no local money in these hard economic times -- and surely none in my budget -- for something like this." More

Drugs, violence and immigration are talked about every day on the border, but does the solution to this problem lie with law enforcement or the public?
"The concept is simple, you keep more officers on the street for a longer period of time, you're going to wear out your equipment
faster so you have to have a way to replace that," said Donald Reay, who is the executive director of the Texas Sheriff's Border Coalition.
He's talking about the 22 cameras that have gone up in a variety of undisclosed locations along the Texas/Mexico border. The cameras act as an extra set of eyes for border law enforcement, but the party acting as virtual deputy is the general public.

Laredo residents Gabriel Cardona and Rosalio Reta became hit men for the Zetas drug cartel before they could legally get a driver's license.
The Texas Department of Public Safety
highlighted the duo in a press release recently warning parents that Mexican cartels and transnational gangs are actively recruiting youths from Texas schools.
But evidence about whether the Zetas and other cartels are directly ramping up efforts to recruit Texan youths -- anecdotally or statistically -- remains spotty at best, especially in the Rio Grande Valley.

After struggling for years with an anti-snitching culture that made witnesses too afraid to come forward, police across the country are getting help from text-a-tip programs that allow people to send anonymous, text messages from their cell phones. In Boston, the first city to heavily
promote texting for crime tips, police have received more than 1,000 tips since the program began two years ago. Of the more than 50 workers compensation claims filed by police with ailments believed tied to exposure to methamphetamine labs in Utah, all but a handful have been denied.
The dismissals have come mostly for
insufficient documentation, said Carla Rush, adjudication manager for the Utah Labor Commission, which handles the claims.
"They have to have enough evidence to justify the claims," she said.

A multistate manhunt for an inmate who strolled out of a Bridgewater, Mass. prison last week after learning he had
been indicted on a rape charge has drawn attention to a little-known fact about minimum-security prisons in the Massachusetts: Inmates can walk away.
Correctional officials acknowledged that only one of the nine facilities that house the state's 1,261 minimum-security inmates is surrounded by a fence, and doors are often kept unlocked to accommodate inmates who come and go to eat, work, exercise, and attend programs.
Yet, Manson Brown, whose escape from the Old Colony Correctional Center Nov.
27 has triggered a massive search, is the only state inmate at a minimum security prison to walk off this year, according to correctional officials. Seven fled from minimum-security prisons last year; just one did in 2007.

Homeland Security Wants Police Codes Changed into English

If federal Homeland Security officials have their way, the next time a police officer arrives on scene, he'll simply radio back "I’m here" rather than saying "10-97."
Police have long used "10-codes" to communicate with one another and dispatchers. The codes were developed in the
1930s, when radio channels were scarce. They allowed police to succinctly relay information through a four-digit number rather than clog the airwaves with wordy descriptions.
But problems developed over time. For starters, there is no universal code. To one agency, a “10-50” might mean "officer down," while to another it stands for a routine traffic stop.
Federal officials now require that officers use "plain language" when responding to a crisis involving multiple agencies.

Texas Inmate Pulls Gun on Guards, Escapes

convicted sex offender sentenced to life in prison pulled a gun on two guards during a prison transfer Nov. 30 and held them hostage temporarily before fleeing on foot in one of the guard's uniforms, authorities said.
At the time of the escape, the inmate was in a wheelchair, which he claimed he needed to help move him around, officials said.
The guards were transferring Arcade Joseph Comeaux Jr. from a prison in Huntsville, Texas, to one in Beaumont, in southeast Texas, when he pulled out a
gun and told the guards to stop the vehicle, said Michelle Lyons, a spokeswoman for the Texas Department of Criminal Justice.

The Tennessee Department of Correction could release inmates early to trim millions of dollars from its budget, but officials hope the state can find money elsewhere.
That's a sentiment shared by local law enforcement agencies and community groups.
"If we had to release people earlier than they need to be released, especially without some of the programs (they) get in prison, it could have an impact on public safety," said TDOC spokeswoman Dorinda
Carter. "We’re hoping we don’t have to go this route."
