 The 2012 Conference will mark the first time that municipalities will get to hear the direction and intentions of the newly elected provincial government. Statistics Canada reports increase in municipal building permits

After three months of decline, the value of building permits issued by Canadian municipalities rose in October, according to Statistics Canada. The increase of 11.9 percent to $6.4 million in October came from the nonresidential sector, particularly in Ontario. The increase in construction intentions in October was attributable to six provinces, led by Ontario, Saskatchewan and Newfoundland and Labrador. Alberta posted the largest decline and its second straight monthly decrease.

Canada's cities are facing dire infrastructure problems that threaten to undermine their productivity and quality of life. This isn't news to anyone. But what is rarely discussed is how diverse the needs of various cities are. Federal Transport Minister Denis Lebel knows a thing or two about this. As former mayor of Roberval, Quebec, he has had to deal with these issues directly. The minister recently announced a timetable for consultations with the provinces and municipalities to establish long-term funding from the federal government to meet these challenges.

The provincial government will ramp up spending on roads, schools and other capital projects next year because of a still shaky economic recovery, the finance minister said.
Graham Steele unveiled a $610 million plan for 2012-2013, up from the $460 million projected last year. That's a 33 percent increase. Steele said the government decided in early fall to respond to uncertain national and international economic conditions with the extra spending.

The NDP says the government is creating a perfect storm of frustrated motorists on Ontario highways this winter. New Democrat Gilles Bisson says highways are being closed more frequently due to bad weather because there are fewer plows on the road.

Prime Minister Stephen Harper will announce his Beyond the Border action plan with the United States that could see much closer cooperation on such issues as customs clearance, watch lists and border surveillance.

Truckers injured in Newfoundland collision

A tractor-trailer collision on the Trans-Canada Highway in eastern Newfoundland injured two truck drivers. It happened on an uphill section of the highway about 20 kilometers east of Clarenville, Canada. One truck was parked on the shoulder of the highway when it was rear-ended by another truck. A witness told CBC News the driver of the truck that was moving said he was blinded by the rising sun.
