Bail system creates another hurdle for poor defendants, including recent protestors

Baltimore police arrested Dominick Torrence, a 29-year-old black man, on April 28 and charged him with disorderly conduct and rioting on North Avenue and Fulton Street; they say he was part of a group throwing rocks, bricks, and bottles at a fire truck. Swept up in the rioting and protests after Freddie Gray's death, he was taken to jail. He has never been convicted of a violent offense. His bail was set at $250,000. This is the same bail set for two of the six police officers charged in Gray's death.

Bounty hunters' use of force leads to license charge

A Sioux Falls bail bondsman has been indicted for allegedly accepting illegal tips and allowing unlicensed bounty hunters to make an arrest. A grand jury indicted Steven Dean Krier, 54, of Dakota Bail Bonds on charges of aiding and abetting an unlicensed and unqualified person to act as a bail bondsman, a felony, and acceptance of tip as a bail bondsman, a misdemeanor. The charges stem from two separate incidents.

MacArthur grant seeks to reform fragmented jail system in St. Louis County
St. Louis Post-Dispatch
St. Louis County is one of 20 local governments from across the country being awarded a $150,000 MacArthur Foundation grant to create a plan to reform its jail system. If selected as one of the 10 most worthwhile proposals, the county would then receive from $500,000 to $2 million annually to implement changes, starting in 2016 and lasting as long as five years.

For bounty hunters, Idaho is still the Wild West

When Christopher Schulthies set out March 15 with a group of bounty hunters to search for an Ada County fugitive, he carried a .40-caliber Smith & Wesson semiautomatic pistol. Ninety minutes later, Philip Clay, 58, lay dying on the pavement at an apartment complex in Ammon, east of Idaho Falls. Clay had said he would not surrender willingly. Authorities say he pointed a loaded handgun at two bounty hunters. Schulthies fired five times at Clay, striking him four times.
