McCarthy, assistant secretary of defense for reserve affairs, said in his prepared statement to the Senate Armed Service Committee's personnel subcommittee. McCarthy was joined by the six reserve component chiefs at his first hearing before the panel since his confirmation in June. The Department of the Navy told Congress it plans to use the "multiyear authority" it was given if it could show that buying many planes together over several years would lower their costs. So the Pentagon will begin bargaining with Boeing to buy the rest of the F/A-18 Super Hornets and E/A-18G Growlers in its program of record - some 124 aircraft - which guarantees work for Boeing until 2015. Flight deck certification is a requirement that every aircraft carrier must achieve prior to deploying with fixed-wing aircraft. The certification proves that the crew of the ship is capable of safely launching and recovering aircraft and is prepared to prevent or combat flight deck mishaps. Thad Allen, the U.S. Coast Guard Commandant said that response teams need to be prepared for a Gulf of Mexico oil spill that's larger than previously estimated. "It has the potential to be catastrophic," Allen said, according to Reuters. "The character of the slick has changed somewhat; it is disaggregated into smaller patches of oil. ... It's not a monolithic spill."
