For Marcia Anderson, the promotion from brigadier general to major general validates the work of everyone who came before her. Anderson recently became the first African-American woman given a second star as a general in the U.S. Army during a ceremony at Fort Knox. It's a day, Anderson said, that black soldiers who fought during the Civil War or the Tuskegee Airmen could never have imagined. "But, they still signed up and
served," said Anderson, who lives in Verona, Wis., when not on active duty.

In an ongoing case, the Defense Department's inspector general has now released a report faulting the government contractor Kellogg, Brown, and Root for failing to comply with safety and health standards which led to 1,000 Army soldiers and civilian employees to be exposed to sodium dichromate over five months in the water at the Qarmat Ali water treatment. The Oregon National Guard is suing KBR for failing to protect from a known
threat.

The Hawaii Army National Guard and the U.S. Army Reserves plan to bless a new joint facility at Keaukaha Military Reservation in Hilo. The six buildings of the
Armed Forces Reserve Center feature an assembly hall, physical fitness center, storage, classrooms and other resources. The facility replaces two Hawaii National Guard armories in Honokaa and Keaau as well as the Hilo Army Reserve Center.

The National Guard and Reserves may take the brunt of defense-related budget cuts just when the nation needs them most, officials warned Congress. With spending
reductions looming over the Defense Department, Guard and Reserve commanders said their services can help make up for expected cutbacks in the active services, including a shrinking Army — unless lawmakers or the administration try to return to the days when reservists were considered weekend warriors and received lower priority for materials and training.

Indiana National Guard hosts, participates in multinational exercise

Indiana National Guard Soldiers with the 2nd Battalion, 151st Infantry Regiment played part in a multinational exercise at Camp Atterbury Training Center, in Indiana, this month called Bold Quest 2011. Bold Quest is a joint staff led military coalition combat assessment exercise designed to test the interoperability of target identification systems of 12 NATO member nations to reduce friendly fire incidents.

This week the Army and Marine Corps announced a decrease in activated reservists, while the Navy, Air Force and Coast Guard announced an increase. The net collective result is 1,137 fewer reservists activated than last week. At any given time, services may activate some units and individuals while deactivating others, making it possible for these figures to either increase or decrease.
