Almost $1 billion less in state's rainy day fund

Texas' piggy bank will be almost $1 billion lighter than expected, according to a report released last week by Texas Comptroller Susan Combs. Combs revised her estimate for the so-called rainy day fund to $8.2 billion, down from her January projection of $9.1 billion. More

The U.S. Securities and Exchange Commission has accused a former Dallas-based hurricane restoration company and some of its former executives of reporting bogus multimillion-dollar business deals and fraudulently inflating its stock price before the former CEO sold millions of dollars in shares. In a civil complaint filed in U.S. District Court in Dallas, the SEC charged that Home Solutions of America Inc., now based in New Orleans, issued news releases and filing statements with the SEC about false contracts and financial results after Hurricane Katrina in 2005 and other disasters. More

Government increases pressure on mortgage industry

Faced with sluggish progress in its foreclosure-prevention effort, the Obama administration will spend the coming weeks cracking down on mortgage companies that aren't doing enough to help borrowers at risk of losing their homes. Treasury Department officials said they will step up pressure on the 71 companies participating in the government's $75 billion effort to stem the foreclosure crisis. More

Congress should consider raising the federal gas tax for the first time since 1993, Transportation Secretary Ray LaHood said during a visit to Fort Worth. LaHood pledged to work with Congress on passing a five-year transportation bill in 2010. The main sticking point, he said, is that although about $500 billion in highway, bridge and transit needs have been identified, the federal gas tax - 18.4 cents a gallon for gasoline - can't generate that much revenue. More

Carney, 50, came to Texas in 1993 to manage Hutchison's special election campaign for the Senate. She won the race portraying the interim Democratic incumbent as a Washington insider. More

Kay Bailey Hutchison before the election filing period begins Thursday. The goal of this operation seems to be persuading Hutchison to abandon her run for governor. More

The Atlantic hurricane season ended Monday with barely a whimper: Not a single hurricane came ashore in the United States. Since June, when the season began, just nine named storms developed. Only three of them became hurricanes, and those stayed out at sea or weakened before passing over land. Two tropical storms made landfall in the U.S., causing little more than rain and some beach erosion. More
