Texas candidates running for office in 2010 are making their election plans official. Democrats and Republicans seeking office can file for their March 2 party primaries starting Thursday. Each party's state office in Austin expects a stream of candidates to begin coming in. The office-seekers have until Jan. 4 to file.

State Farm Insurance plans to appeal a state ruling that ordered the company to refund $310 million to its Texas
customers for charging too much for homeowners coverage dating to 2003, a spokesman said. Kevin Davis of State Farm said attorneys will file an appeal in state court in Austin on Monday challenging the order by state Insurance Commissioner Mike Geeslin, who said the company was charging excessive rates until 2008. State Farm maintains that it owes not a dime of refunds.

Fort Hood-based Army combat units may be designated within days to join President Obama's 30,000-strong
troop surge to Afghanistan, with hurry-up deployments expected early next year, a Pentagon spokesman said. Marine Maj. Shawn Turner, serving as a spokesman for the office of Secretary of Defense Robert Gates, told Texas on the Potomac that units based at Fort Hood and other stateside Army and Marine Corps bases will be publicly designated to join the troop surge as early as Friday.

Federal officials say a wide-ranging prairie songbird may warrant protections under the Endangered Species Act. The Sprague's pipit, which nests on the ground, has seen nearly four-fifths of its population disappear in the last four decades. It breeds in the northern Great Plains and southern Canada and winters from Arizona and Texas to Louisiana, Mississippi and northern Mexico.
