States continue push to toughen teacher policies

As the majority of legislative sessions around the country come to a close, many states will finish the season having pushed through policy changes that are likely to have a notable impact on teachers.
Building on the momentum from the previous two years, in which lawmakers began aggressively pursuing teacher-related reforms, about a dozen states passed laws since January that curb or otherwise modify teacher tenure, teacher evaluations, last-in-first-out policies and collective bargaining. And several more states are on the verge of passing similar laws as they wrap up their legislative sessions.

Education Ministry: Speed up training of English teachers

Saudi Arabia:
The Ministry of Education has recommended that its administrative wings speed up the training of teachers in schools where English will be taught in the first stage with the beginning of the upcoming academic year. The ministry said it would send assessment-skills booklets for the English language curriculum in the first week of the next academic year.

Schools chiefs see path to proposing their own accountability systems

Some state education chiefs say that if Congress does not overhaul No Child Left Behind, the main federal law governing public education, by the fall, they may be allowed to propose their own accountability systems as an alternative. These education chiefs said this week that Secretary of Education Arne Duncan and his aides have signaled that they may grant a waiver on a crucial provision in the law, a requirement that all children
be proficient in English and math by 2014, a goal widely seen as unrealistic.

Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin is in a hurry to improve English proficiency in the schools. Malaysia has requested for 300 Fulbright scholars from the United States to teach English at selected Malaysian schools in urban and rural areas, starting next year with 50 volunteers coming on board. Earlier, the Education Ministry introduced the master teachers program where master
teachers from the United Kingdom guide Malaysian teachers teaching English-related subjects.

New details emerge on Duncan's NCLB waiver plan

It's been about a month since U.S. Secretary of Education Arne Duncan announced that, since Congress wasn't making significant progress on reauthorizing the current version of the Elementary and Secondary Education, he would step in and offer waivers to states from parts of the law. Now, of course, the big question is: What exactly would that mean? The department has been mum so far (even to some members of Congress) but speculation
about the specifics is high, particularily among state chiefs.

They come to Korea to learn English

More foreigners are coming to Korea for language studies — but the language is English, not Korean. The JoongAng Ilbo surveyed six English camps nationwide and found that roughly 1,000 foreigners took courses at them from January to July. The number of foreign students studying English sharply increased over the past three years from 92 in 2008 to 497 in 2010.

English language digital library to feature works of 'father of manga'

Tezuka Productions Co. and its technical partner SOBA Project Inc. announced the launch of an English language version of the "Osamu Tezuka Magazine Club," a manga digital library featuring various works by "the father of manga." The two firms said at a news conference in Tokyo that the new product is a cloud-based storage service and features 62 volumes in English of the popular cartoonist's massive volumes such as "Astro Boy" as
well as 39 episodes including "Black Jack" in the form of "Motion Manga," or an audio manga service with English subtitles.

For some time, people have recognized that the academic achievement of schoolchildren in this country
threatens, to borrow President Barack Obama's words, "the U.S.'s role as an engine of scientific discovery" and ultimately its success in the global economy. The low achievement of American students, as reflected in the Program for International Student Assessment, will prevent them from accessing good, high-paying jobs. And lower achievement means slower growth in the economy.
