ARCEP on Dec. 22 selected the companies Bouygues Telecom, Orange France and SFR as the winning candidates in the spectrum allocation procedure for 800 MHz band frequencies. On Jan. 17, the regulator issued each of these companies a license to use spectrum in the 800 MHz band to establish and operate a publicly available mobile radio network in Metropolitan France. The licenses concern the frequencies that were obtained during the procedure, which corresponds to a duplex frequency block of 10 MHz for each of the winning candidates. More

Anyone who expected the first smartphones that support voice over LTE (VoLTE) to be launched at the Consumer Electronics Show in Las Vegas last week have hopefully already recovered from the disappointment. But the lack of VoLTE-capable smartphones on the market does not necessarily mean that the technology is behind schedule. Analysts say that the technology is developing as expected with operators, equipment manufacturers and device makers. "I expect services to launch in 2012, led by North American operators with a CDMA heritage, and perhaps some advanced Korean operators," said Gabriel Brown, senior analyst at Heavy Reading. "For operators with a UMTS heritage, we expect commercial launch from 2013." More

WCAI member AT&T's so hard up for spectrum after backing away from its proposed purchase of T-Mobile USA that the telco might pursue Dish Network, a company that just happens to have a heap of wireless capacity and seems willing to talk turkey, one analyst firm reported Tuesday morning. AT&T "only has a few options," Stifel, Nicolaus & Co. analyst Chris King tells Bloomberg. Leap Wireless International and MetroPCS are among them, but Dish presents "less of a challenge and clean spectrum," he says. And AT&T, smarting from its T-Mobile failure, may be a bit gun-shy about pursuing another wireless carrier. Moving quickly with their new partnership, Comcast and Verizon Wireless will launch in Seattle and Portland, Ore., on Tuesday a joint marketing program offering consumers bundles of wireless, cable-TV, landline phone, and residential Internet services. The marketing program will extend to other markets this year and in early 2013. Though Comcast's Xfinity products will be sold through Verizon Wireless stores, Comcast will cross-promote Verizon Wireless services through call centers and online sites.
