Sanofi-Aventis SA is expected to decide in coming weeks whether to rekindle an animal-health joint venture with Merck & Co. that would be even bigger than the partnership that was undone last year. Both drug giants have expressed interest in heading down this path, and the U.S. government expects it to happen. But if they pursue a deal, they probably will have to divest themselves of certain animal-health assets to satisfy antitrust regulators, which are likely to view the companies' combined market share in some segments as harmful to competition. Oklahoma House Bill 2475 establishes the "Pet Quality Assurance and Protection Act" requiring licensure for any person who sells, gives away or transfers 35 or more dogs and cats. The bill covers licensing procedures, recordkeeping requirements, inspections and penalties for dog and cat breeders. A dog food manufacturer has agreed a deal to build a new $61.7 million factory in Northamptonshire. Butcher's Pet Care, based in Crick, has signed a long-term lease on their current premises which will enable it to expand the site by 50 per cent, including building a new headquarters and a manufacturing facility which will be able to produce 1,000 cans per minute.
