Both Illinois House Bill 5771 and House Bill 5772 have been set for hearing in the House Agriculture and Conservation Committee on Tuesday Feb. 23, 2010. These bills amend the state Animal Welfare Act to expand requirements for dog breeders and pet stores, respectively. Among the changes are a dramatic increase in minimum cage size requirements, new temperature limits, and exercise standards that all conflict with federal law. The U.S. pet market continues to grow despite the economic recession, according to figures released Feb. 5 by the American Pet Products Association (APPA). Overall spending in the pet industry, which includes food, supplies, veterinary care, live animal purchases and other pet care services, increased 5.4 percent to $45.5 billion in 2009, compared to $43.2 billion in 2008. A report in an influential medical journal has called for airlines to ban passengers flying with pets in the cabin. In the February issue of the Canadian Medical Association Journal, an editorial entitled "Pets in airplane cabins: an unnecessary allergic hazard" criticized the decision of Air Canada to allow small pets such as cats, dogs and birds to travel in aircraft cabins. The Tallahassee-Leon Community Animal Service Center and its not-for-profit partner, the Animal Shelter Foundation, is hosting Spay Day 2010, a national campaign encouraging people to spay and neuter their pets.
