"It's still a mess and will always be a mess," concluded Olivia White, founder and CEO of Check the Chip Inc. "I just firmly believe that it cannot be fixed."

The use of the drug is rising in the United States, and the states who have legalized it for recreational use have seen a huge amount of money come in through taxes.
