Seven nations may lose their ability to legally trade tens of thousands of wildlife species after U.N. conservation delegates agreed to penalize them for lacking tough regulations or failing to report on their wildlife trade. The suspensions against the seven nations — Comoros, Guinea-Bissau, Paraguay, Nepal, Rwanda, Solomon Islands and Syria — were approved by consensus among the delegates and would take effect Oct. 1. California groomer bill 1 step from final vote

A 5-4 vote in favor of Senate Bill 969 in the Assembly Committee on Business, Professions and Consumer Protection has sent this bill to the Assembly Committee on Appropriations and positioned it for a final vote on the Assembly floor if the Appropriations Committee gives it a thumbs-up. If that occurs, all that would be required is a Senate concurrence with Assembly amendments to forward the bill to the Governor's desk. As currently crafted, this measure would not enhance pet groomer safety in California and would, in fact, compromise the ability of groomers to provide quality services and of pet owners to identify superior groomer services. Rhode Island to tax pet care services

Starting Oct. 1, 2012, Rhode Island's pet care services, such as boarding, grooming, sitting and training, will be subject to the state's 7 percent sales tax. Veterinary and laboratory services will be exempt. Businesses like Camelot Pet Resort in Ashaway, R.I., which boards, grooms and trains dogs and cats, are among those hit by the expansion of the sales tax. More
