Lawmakers, looking to help cash-strapped local governments, are coalescing around legislation aimed at letting states require most online retailers and catalog-only companies to collect sales taxes from customers. The momentum is building nearly two decades after the U.S. Supreme Court barred states from requiring out-of-state companies to collect in-state taxes on sales. NRF: Return fraud to cost retailers $3.5 billion this holiday season

While still a tremendous problem, fewer retailers are expecting return fraud rates to grow this holiday season, thanks in part to enhanced return policies and requiring identification when receipts are not present during the return process. According to NRF's annual Return Fraud Survey, completed by loss prevention executives at 103 retail companies, the retail industry will lose an estimated $3.48 billion to return fraud this holiday season, down from $3.73 billion last year. Petco, Nielsen enter data sharing pact

San Diego-based Petco has become the first pet specialty retailer to opt into New York-based Nielsen's information sharing model, as the market research company attempts to open up the pet specialty channel to its services. Specifically, Petco named Nielsen the "preferred provider of census-level sales information from Petco stores," Nielsen reported. More

Just over half of American pet owners will buy gifts for their pets this holiday season, and they'll spend an average of $46 on their animals, with toys and treats topping the list, according to a new poll. Sixty-eight percent of pets getting gifts can look forward to a toy, 45 percent to food or another treat, 8 percent new bedding, 6 percent clothing, 3 percent a leash, collar or harness and 3 percent new grooming products, the poll showed.
