Feds Adopt Rules on Credit Card Abuses

In the most sweeping changes to credit cards in decades, federal regulators on Thursday approved new rules to crack down on so-called unfair and deceptive practices by card issuers, such as raising interest rates on existing debt. The rules were approved Thursday morning by the Office of Thrift Supervision, a Treasury Department division. John Reich, the agency's director, says the rules "will enhance public confidence in financial institutions and establish a level playing field for institutions that want to do business fairly without suffering competitive disadvantages." Two New Jersey Bills to Affect Pet Shops

Two pieces of legislation have been introduced in the New Jersey Assembly relating to pet stores. New Jersey Assembly Bill 3491 calls for a dramatic increase in the amount of fines pet stores may face if found in violation of state laws, while Assembly Bill 3488 requires all licensed kennels, pet shops, shelters and pounds and any person in the business of selling pets to provide written notice to consumers about the availability of pet health insurance in the state. Animal Charities Hopeful for Year-End Goals

Many charities are bracing for a drop in year-end gifts because of the economic slump, according to a survey by Charity Navigator, which evaluates nonprofit groups. Survey respondents indicated that year-end gifts, roughly from Thanksgiving to New Year's, account for more than one-fourth of their annual take. Still, 50 percent of animal charities are somewhat confident that they will reach their year-end goal, according to the survey. Thirty-two percent reported they are not very confident and 8 percent are not confident at all. Only 3 percent feel completely confident and 7 percent feel very confident. More
