US Tax Withholding and Reporting Requirements — Hiring Foreign Vendors
The AAA-CPA Pennsylvania/Delaware Valley chapter will be holding their next meeting Sept. 11 at 8 a.m. This program, presented by Thomas J. Howard, will provide an overview of U.S. withholding tax requirements on payments to foreign persons, with particular discussion of the tax withholding and reporting requirements applicable to payment to foreign persons for services. The source of income rules, effectively connected income, withholding agent liability, treaties and penalties all will be discussed. In Shanker v. Commissioner, the tax court found that a $563 "thank you point" reward from Citibank evidenced by a 1099 was taxable. The court indicated that a premium for making a deposit is different than frequent flier miles, which the Internal Revenue Service has indicated that it will not seek to tax.

Weaker Corporate Tax Receipts Cloud US Budget Picture

The U.S. budget picture will likely worsen this year as companies wait to see what actions Congress will take on taxes in coming months, a report from the Congressional Budget Office showed.
The budget deficit for fiscal year 2014 will be an estimated $506 billion, a slight increase from the $492 billion projected in April, based on lower-than-expected corporate tax receipts, the nonpartisan Congressional Budget Office said.
Don't Believe the Myths About the R&D Tax Credit
While both houses of Congress have addressed the passage of tax extender legislation, it is unlikely that anything will come of their efforts until after the midterm elections. One of the expired provisions that hasn't yet been extended is the R&D credit. If any provisions do get extended, this is one that will be in whatever package makes it to the president's desk for his signature.

IRS Still Struggling With Tax Treatment of Immigrants, Changes Rules Again
Tax refund fraud costs taxpayers billions of dollars each year. In an effort to curb fraud, the Internal Revenue Service has made a number of changes over the past few years, including new controls over individual taxpayer identification numbers that took effect in 2013. Those rules, however, are changing again.
7 Million Taxpayers Fail to File Their Income Taxes
About 7 million U. S. taxpayers fail to file required income tax returns each year, while 146 million Americans dutifully file their returns each year. That means that about 5 percent of the populace fail to meet their obligations to Uncle Sam. As part of its National Research Program, the Internal Revenue Service released a study in 2011 of 2006 returns which found that as result of nonfiling, the government loses $28 billion per year.
