TSA content with certification ban

The Transportation Security Administration has no plans to request congressional removal of the FAA prohibition on the certification of new foreign repair stations, Administrator John Pistole told ARSA. In a Jan. 4 reply to ARSA's Nov. 2011 letter detailing the ban's negative consequences for the aviation industry, Pistole ignores the economic impact of TSA's inaction and reiterates the agency's earlier response that it won't finalize repair station security rules until at least the fourth quarter of 2012. More

With the current extension of FAA operating authority expiring on Jan. 31, Congress will have just six legislative days to finalize a new FAA law upon its return from recess Jan. 17. Despite hope, Congressional leaders were unable to resolve the difference between the House and Senate passed bills (HR 658, S 223) prior to the end of 2011. Except for the contentious provision regarding a rule change to the way the National Mediation Board (the NMB) counts unionization votes at airlines, most issues are apparently resolved. More

ARSA weighs in on proposed FAA ICA policy

On Jan. 4, ARSA submitted its comments to the FAA's draft policy regarding the availability of instructions for continued airworthiness. The Association believes that the current policy must be rewritten to ensure that the regulations are not used to justify contractual restriction and to discourage such practices. While ARSA is pleased to see the FAA taking an interest in this important area, it is critical that any FAA policy on the matter be enforceable under the safety regulations. More

ARSA's Positive Publicity Campaign is the aviation maintenance industry's chief advocate. The PPC tells of the maintenance industry's important role in ensuring a safe and efficient global civil aviation system, and it alerts lawmakers and other key audiences to facts about the industry's economic and employment benefits through important research projects.

However, repair stations remain a favorite target of those seeking to disparage the aviation system. Through the PPC, ARSA actively counters misinformed stories about the industry's safety record and regulatory compliance.

The PPC is a separate ARSA fund supported by leading aviation maintenance companies dedicated to improving the climate for repair stations. For the campaign to build upon is success, we need your involvement and support.

Enterprise State Community College's aviation programs have seen huge enrollment growth in the past six years, as students looking for good-paying jobs have flocked to the programs, which offer entry into a growing career field. According to numbers provided by the college, enrollment in ESCC's aviation programs has grown 374 percent since 2005. The college now has about 1,300 students at five locations throughout the state. Saudi aircraft deal creates jobs in Georgia

Less than a month after a major Saudi Arabian business conference in Atlanta, the Middle Eastern nation announced a $29.4 billion aircraft purchase that will send ripples across Georgia. The country is to buy 84 Boeing-made F-15SA fighter aircraft from the U.S. and upgrade its 70 existing F-15s, according to a U.S. Air Force news release. More

Final Documents: This list includes Federal Register, or FR, publications such as proposed and final rules, Advisory Circulars, or ACs, orders, notices, policy statements and related material of interest to ARSA members. The date shown is the date of FR publication or other official release.

Your Two Cents: Provides you with the opportunity to provide input on rules and guidance that will affect you. Agencies must provide the public with notice and an opportunity for comment before their rules change. Your input matters. Comments should be received before the indicated due date; however, agencies often consider comments they receive before drafting of the final document begins.
