Updated Form 8130-3 to Take Effect
On Feb. 1, the revised Federal Aviation Administration (FAA) Form 8130-3 will enter into force, replacing the previous form dated June 1, 2001. A presentation outlining the major changes is available here.

The document is used for domestic airworthiness approval of new products and articles; approval for return to service of altered aircraft parts; and export airworthiness approvals of aircraft engines, propellers, or articles.

The FAA revised the form In August 2013 as part of harmonization efforts with other civil aviation authorities to ease the identification and traceability of goods between the United States and other countries.

MacLeod, Filler to Instruct at HAI HELI-EXPO
On Feb. 24-27, the Helicopter Association International (HAI) will hold its HELI-EXPO 2014 in Anaheim, Calif. Thousands of industry professionals will intersect for the world's largest helicopter trade show to attend forums, town halls, roundtable discussions, and HAI committee meetings.

Obadal, Filler, MacLeod, & Klein Managing Members Sarah MacLeod and Marshall Filler will be instructing three courses during the event. Regulation 101: Law for the Aviation Professional will cover the basic Federal Aviation Administration (FAA) requirements associated with making day-to-day decisions on purchasing, designing, manufacturing, operating, maintaining, or selling civil aviation products and parts.

Part 21: Certification Procedures for Products and Parts will examine the aviation safety regulations under Title 14 Code of Federal Regulations part 21 that govern certification procedures for products and parts.

Lastly, Regulations Impacting the Sale, Purchase, Inspection, and Installation of Aircraft Parts will offer a business overview of the aviation safety regulations governing the sale, purchase, receiving, inspection, and stocking of civil aviation articles and the day-to-day considerations for helicopter professionals relating to the design, production, or maintenance of aircraft parts

Repair Station Security Rule Basics

Survey to Collect Data on Halon Reserves
Recently, the Federal Aviation Administration (FAA) Reserves Working Group developed a survey to solicit information on halon reserves and the service and repair of aviation halon systems and cylinders. The survey will be the basis for recommendations the group will present to the FAA on Feb. 6.

ARSA is asking its members to complete the survey, available here, and email it to Tom Cortina at cortinaec@comcast.net who will analyze the results and present a summary.

To ensure confidentiality, responses should not include company name, address, or any other identifying information. Completed surveys must be received by Jan. 31.

MacLeod Kicks Off AMT Society Seminars
Last November, Obadal, Filler, MacLeod & Klein Managing Member and ARSA Executive Director Sarah MacLeod kicked off a series of aircraft maintenance educational seminars known as AMTSociety's IA Renewal Consortium. The next seminar, featuring Obadal, Filler, MacLeod & Klein Managing Member and ARSA Managing Director & General Counsel Marshall Filler, will take place on Feb. 12, 2014, in Kansas City, Mo. Presentations during these seminars will address topics including maintenance regulations, major/minor, and maintenance recordkeeping. Seminars will continue through April 2014. Event dates and locations are:

February 12, 2014 – Kansas City, MO
March 5, 2014 — Aurora, CO
March 25 & 26, 2014 — Las Vegas, NV
April 5, 2014 — San Antonio, Texas, in conjunction with 2014 ATEC Conference
