Register for Annual Repair Symposium
The Annual Repair Symposium is just around the corner, and the agenda is rapidly taking shape. Come to Washington, D.C. on March 19-21 to connect with officials from the Federal Aviation Administration (FAA) and other civil aviation authorities as well as key members of Congress and your colleagues in the industry.

Legislative Day will open with remarks from Chromalloy Vice President of External Affairs and ARSA Government Affairs Committee Chairman David Albert. Attendees will also hear from Staff Director and Senior Counsel of the House Aviation Subcommittee Holly Woodruff Lyons, who will talk about the threats and opportunities for the aviation sector on Capitol Hill, the importance of political engagement, and the process for the next FAA reauthorization.

The Symposium will kick off with introductory remarks from ARSA Executive Director Sarah MacLeod. Afterward, FAA Associate Administrator for Aviation Safety Peggy Gilligan will give the keynote address. Attendees will also break bread with Transportation Security Administration Assistant Administrator for the Office of Security Policy and Industry Engagement John Sammon.

The second day will open with breakfast and a state-of-the-association address from ARSA President Gary Jordan. Attendees will then join different breakout sessions to discuss ways to create efficiencies and process improvements to enhance profit abilities, get updates on regulatory activities happening outside the FAA including hours of service, tax, and export compliance, and learn to use the policy tools available to access technical data and discuss other practical solutions to still-existing problems.

EASA Proposes Technical Records Rulemaking
On Feb. 7, the European Aviation Safety Agency (EASA) Rulemaking Directorate released Notice of Proposed Amendment (NPA) 2014-04, which concerned technical records.

The NPA seeks to clarify requirements for the maintenance and retention of technical records for use in airworthiness assessments of products and components and to develop relevant guidance on the use of new technologies for record-keeping.

The deadline for submission of comments is May 7. ARSA staff is reviewing the NPA and determining whether to submit comments to EASA. Stay tuned for further information.

NLRB Re-Issues Ambush Election Proposal
Just when you had forgotten about the National Labor Relations Board (NLRB), the pro-union skewed entity reissued one of its most controversial proposals from the last few years — the ambush election rule.

Specifically, the NLRB proposes to decrease the amount of time required before employees can vote on unionizing their workplace. If finalized, the new rule will permit organizing elections to take place 10 days after a union representation petition has been accepted by the NLRB, making it more difficult for employers to make the case against unionization.

Originally issued in December 2011, the regulation was successfully challenged on procedural and constitutional grounds by business groups. Rather than continuing to appeal court decisions, the Board withdrew its ambush election rule earlier this year and reissued a notice of proposed rulemaking (NPRM), nearly identical to the prior proposal. The NPRM also enables union organizers to have access to the names, addresses, telephone numbers, and company email addresses of employees.

Comments to the rule must be made before April 7. Stay tuned to ARSA for further developments.

MacLeod, Filler to Instruct at HAI HELI-EXPO
On Feb. 24-27, the Helicopter Association International (HAI) will hold its HELI-EXPO 2014 in Anaheim, Calif. Thousands of industry professionals will intersect for the world's largest helicopter trade show to attend forums, town halls, roundtable discussions, and HAI committee meetings.

Obadal, Filler, MacLeod, & Klein Managing Members Sarah MacLeod and Marshall Filler will be instructing three courses during the event. Regulation 101: Law for the Aviation Professional will cover the basic Federal Aviation Administration (FAA) requirements associated with making day-to-day decisions on purchasing, designing, manufacturing, operating, maintaining, or selling civil aviation products and parts.

Part 21: Certification Procedures for Products and Parts will examine the aviation safety regulations under Title 14 Code of Federal Regulations part 21 that govern certification procedures for products and parts.

Lastly, Regulations Impacting the Sale, Purchase, Inspection, and Installation of Aircraft Parts will offer a business overview of the aviation safety regulations governing the sale, purchase, receiving, inspection, and stocking of civil aviation articles and the day-to-day considerations for helicopter professionals relating to the design, production, or maintenance of aircraft parts

AMTSociety Continues IA Renewal Seminars
Last November, Obadal, Filler, MacLeod & Klein Managing Member and ARSA Executive Director Sarah MacLeod kicked off a series of aircraft maintenance educational seminars known as AMTSociety's IA Renewal Consortium. The next seminar will take place on March 5, 2014, in Aurora, Colo. Presentations during these seminars will address topics including maintenance regulations, major/minor, and maintenance recordkeeping. Seminars will continue through April 2014. Event dates and locations are:

April 5, 2014 — San Antonio, Texas, in conjunction with 2014 ATEC Conference
