Filler to Present ICA Primer, Part 2 Webinar at Noon Today
This session explains the importance of ICAs and ARSA's regulatory objectives. It describes various design approval holder practices that affect the availability and use of ICA, some of which have regulatory implications. It also covers the latest FAA guidance and the efforts of the joint EASA-FAA-TCCA working group to clarify and harmonize the pertinent regulatory requirements.

The association offers weekly webinars with experts from Obadal, Filler, MacLeod & Klein to address a variety of business and compliance issues confronting the aviation industry. Instructors will work off a PowerPoint presentation that will be provided to participants.

The association will hold its next webinar, titled "ICA Primer, Part 2" and featuring Marshall S. Filler, Managing Member, Obadal, Filler, MacLeod & Klein, and Managing Director and General Counsel, ARSA, today at noon (eastern).

Repair Station SMS Implementation Survey Results Are In
A study from the Center for Aviation Safety Research at Saint Louis University analyzing repair stations management system (SMS) implementation indicates the majority (51.5 percent) of repair stations have not started any SMS development activities. The study also finds that there is far from a consensus regarding the actual safety implications of such a program.

Pennsylvania Lawmakers Eliminate Maintenance Tax
On July 9, the Pennsylvania state legislature passed a bill ridding the state tax code of a six percent levy on aircraft maintenance performed in the state. The exemption also applies to the purchase of aircraft parts and components. Supporters of the legislation hope the newly passed law will generate major cost savings for aircraft owners and boost Pennsylvania's aviation industry.

DOT Sets Semiannual Regulatory Agenda
On July 23, the Department of Transportation (DOT) published a summary of all current and projected rulemakings, reviews of existing regulations and complete actions planned for the next 12 months. Included on the agenda are the Federal Aviation Administration's (FAA) current plans for long-term actions for air carrier maintenance training programs.

A FedEx Express 727 freighter donated by the company to Everett Community College's Aviation Maintenance Technician School is arriving July 25 at Paine Field. Washington Gov. Jay Inslee and EvCC President David Beyer will welcome the delivery of the airplane with a celebration at 1:30 p.m. July 25 at the Paine Field Administrative Office, 3220 100th St. SW in Everett, followed by a tour of the airplane.
