The webinar covers the basic requirements for an aircraft to be operated as a public aircraft on behalf of federal, state and local governments, including the difference between government-owned and government-leased aircraft, what constitutes an eligible governmental function and the practical implications of using the same aircraft to conduct both civil and public operations. The session also discusses the recent FAA policy regarding operations conducted under contract for a government entity.

MacLeod to Be Featured Speaker at AMTSociety Seminars Starting Next Week
Obadal, Filler, MacLeod & Klein Managing Member and ARSA Executive Director Sarah MacLeod will be speaking at the next series of aircraft maintenance educational seminars known as AMTSociety's IA Renewal Consortium. MacLeod will present on topics including maintenance regulations, major/minor, and maintenance recordkeeping. Seminars will start this month in Houston, TX, and continue through March 2014. February 12, 2014 – Kansas City, MO

Each seminar in AMTSociety's IA Renewal Consortium meets the requirements contained in FAR 65.93(a)(4) and is acceptable towards 8 hours of training for Inspection Authorization (IA) renewal and the FAA AMT Awards Program. In addition to AMTSociety's IA renewal training, you MUST comply with the "actively engaged" requirements in FAR 65.91(c)(1)-(4) to meet the conditions of IA renewal.

Deviation(s) to FAA Orders 8100.8, 8100.15, and 8120.23 Issued
On Oct. 24, the FAA's Aircraft Certification Service and Flight Standards Service Offices issued a memorandum allowing field office personnel to extend deadlines for recurrent training and requisite oversight duties. Requirements that were due to be completed in October 2013 may now be granted extensions through Jan. 31, 2014.

According to the FAA:

"This extension is at the discretion of the FAA and is based, among other factors, on the acceptable performance of the individual designee or organization. If notified by the responsible AIR or AFS office, designees and organizations that are due for renewal in the month of October may continue to perform their authorized functions through Jan. 31, 2014. This is not an automatic extension. Please assure that your affected members do not assume they have the extension. If there is a question as to whether this extension applies to a specific designee or organization, and they have not heard from the responsible FAA office, the designee or organization please encourage them to contact their respective FAA office to inquire as to their status."

Aviation Maintenance Resource Site Takes Flight
Addressing the need for a single hub of information about the aviation maintenance industry, today the Aeronautical Repair Station Association (ARSA) announced the launch of avmro.arsa.org (AVMRO).

AVMRO, which stands for aviation maintenance, repair, and overhaul, features a page on the industry explaining the efficiency of contract aviation maintenance, the global regulatory framework governing the sector's operations, and the importance of bilateral aviation safety agreements. The site also contains reports showing the industry's economic and employment footprint globally, within the United States, and for each individual state.

"AVMRO is the go-to place for anyone looking for information about the aviation maintenance industry," ARSA Executive Vice President Christian Klein said. "Whether you're a lawmaker trying to understand the impact of your policy decisions, a journalist looking for background information and economic data, or a student researching career opportunities, AVMRO will be a useful tool."

The new website also includes a feed to the industry's Twitter hashtag #AVMRO and connects to an MRO jobs board, ARSA newsletters, a press kit, and ARSABlog.
