ARSA scores victory with contractor withholding tax repeal

ARSA scored another legislative victory as a bill (HR 674) to repeal the 3 percent government contractor withholding tax that was signed into law by President Barack Obama on Nov. 21. Repealing the 3 percent withholding law has long been an ARSA legislative goal. Created by Sec. 511 of the 2006 Tax Increase Prevention Reconciliation Act, this onerous tax required government entities whose annual expenditures exceed $100 million to withhold three percent of all payments made to any individual or company that provides goods or services to the government. More



BASA Training Available for AMT Award Credit

The FAA and EASA have worked together to create an online training course to inform government employees and industry of requirements under the Aviation Safety Agreement between the U.S. and the European Community. The $150 online course, released in August, consists of 14 segments lasting 10-45 minutes each. Course lessons can be taken up to three months after enrollment. More

House advances bill overturning NLRB union rule

The House recently approved a rule allowing for debate and vote on legislation that would overturn a pending National Labor Relations Board proposal to speed up union elections. The NLRB proposed a rule requiring union elections as early as 10 days after a petition is submitted. In contrast, the bill would give companies 14 days to find representation, and ensure that no union election could take place until at least 35 days after a petition is submitted. More

US FAA approves single operating certificate for merger of SkyWest regionals

SkyWest, parent of U.S. regional's Atlantic Southeast Airlines and ExpressJet Airlines, received U.S. FAA approval for a single operating certificate. This was the final regulatory step for the two merging airlines to operate as one, effective Dec. 31. More



US, India sign aviation safety pact

The Federal Aviation Administration announced the completion of a pact between the U.S. and India that will allow for the reciprocal certification of aviation products. Dorenda Baker, director of FAA's Aircraft Certification Service, and Bharat Bhushan, director general of the Directorate General of Civil Aviation for India, signed the Implementation Procedures for Airworthiness in New Delhi. ARSA's Positive Publicity Campaign is the aviation maintenance industry's chief advocate. The PPC tells of the maintenance industry's important role in ensuring a safe and efficient global civil aviation system, and it alerts lawmakers and other key audiences to facts about the industry's economic and employment benefits through important research projects.

However, repair stations remain a favorite target of those seeking to disparage the aviation system. Through the PPC, ARSA actively counters misinformed stories about the industry's safety record and regulatory compliance.

The PPC is a separate ARSA fund supported by leading aviation maintenance companies dedicated to improving the climate for repair stations. For the campaign to build upon is success, we need your involvement and support.

Dubai-based airline signs $20 million maintenance support contract with Honeywell

Dubai's pioneering low cost airline, flydubai, has signed a maintenance cost agreement with Honeywell, worth more than $20 million, to provide maintenance support for the carrier's auxiliary power units installed on its growing fleet of Boeing 737-800NG passenger aircraft. The 10-year contract provides flydubai with a stable, predictable maintenance structure that reduces costs associated with ad-hoc maintenance work and unscheduled airframe grounding. More

Your Two Cents: Provides you with the opportunity to provide input on rules and guidance that will affect you. Agencies must provide the public with notice and an opportunity for comment before their rules change. Your input matters.
