TSA Issues Notice on Repair Station Regulations
On Nov. 18, 2009, the Transportation Security Administration issued a notice of proposed rulemaking to "improve the security of domestic and foreign aircraft repair stations as required by" Congress in a law passed in 2003. It is imperative that every repair station authorized to perform maintenance, preventive maintenance and alteration on U.S.-registered civil aviation aircraft and articles review and comment on the proposal, which can be found here. The Association is formulating its comments and will post them for review in the next several weeks. Any member that submits comments should provide the association with a copy so it may ensure all concerns are covered.

FAA Seeking Input on Piper PA-46
Pursuant to an airworthiness concern, the Federal Aviation Administration (FAA) is seeking input from industry regarding Piper PA-46 engine mount cracks or failures, proposed alternate inspection/repair procedures and cost impact of engine mount service problems. The inquiry is directly related to FAA Special Airworthiness Information Bulletin (SAIB) CE-09-13 and the potential need for additional corrective actions. OpSpec D091, Requirements Air Carrier Maintenance Providers
This notice provides information about operations specification (OpSpec) D091 change in terminology and meaning from the previously used term “substantial maintenance” to the new term “Essential Maintenance,” to specifically address Required Inspection Items (RII). Also, we removed the listing of maintenance providers from OpSpec D091 because Title 14 of the Code of Federal Regulations (14 CFR) part 121, § 121.369(a) requires the operator to maintain the listing of maintenance providers in its air carrier maintenance manual. In addition, this notice provides information about revised guidance related to these changes for Federal Aviation Administration (FAA) certificate holding district office (CHDO) managers and principal airworthiness inspectors who have certification and surveillance responsibility for 14 CFR part 119 air carrier certificate holders conducting operations under part 121.
Revised OpSpec Paragraph D091 and Initial and Follow-up Surveillance Requirements: Air Carrier Maintenance Providers
This notice provides information about revised surveillance requirements related to air carrier maintenance providers as well as procedures involving the issuance of a revised operations specification (OpSpec) paragraph D091. This notice also makes issuance of OpSpec paragraph D091 mandatory for all Title 14 of the Code of Federal Regulations (14 CFR) part 119 certificate holders conducting operations under 14 CFR part 121.
