Callbacks and construction defects have made the national news again. A recent Nightline segment detailed shoddy construction in production homes around the country. The program, replete with teary homeowners, searched out only the most dramatic errors, including one home with melted siding and another with more than 800 drywall nail pops. The intended message was clear: Builders are doing low-quality work. Of course, such problems are rare among pros who are serious about great work and great service.

Last year, the city of Detroit fined several contractors a total of $500,000 for failing to meet the local hiring requirements they had agreed upon in their construction contracts for work on the new $627.5 million Detroit Red Wings arena. The 51 percent local-resident requirement was steep, but contractors held job fairs and offered up training programs in the hopes of feeding the pipeline that would make it possible for them to hit the mandated hiring goal.
Nevertheless, they fell short. City officials supervising the program said the contractors acted in good faith but just couldn't drum up enough locals.
Unlike the Detroit hockey arena, other workforce programs have seen success in attracting enough workers and training them in order to help the project's staffing needs.

Labor is at the heart of residential construction. Master suites don't frame themselves, nails stay in the gun, and kitchens aren't plumbed without a trained and reliable workforce making it all happen.
Although labor is one of the most important elements of the construction, it is among the hardest to control. The industry lost more than 40 percent — or 2.3 million members — of its workforce from April 2006 to January 2011. What’s more, 6 in 10 construction workers who lost their jobs during the recession went to work in another sector or left the job market entirely by 2013, according to data from the Bureau of Labor Statistics.
