U.S. Treasury Secretary Steven Mnuchin and congressional leaders will hold bipartisan negotiations on a new coronavirus-response bill with the goal of reaching a deal by mid-April, Senate Democratic Leader Chuck Schumer said on Friday. One day after Republicans failed to push a $250 billion increase in loans for small businesses suffering due to the outbreak, Schumer said in a statement that he had had a "constructive" conversation with Mnuchin.

Gov. Phil Murphy ordered that all non-essential construction in New Jersey stop in the latest escalation of his lockdown restrictions to battle the coronavirus pandemic. Murphy included exemptions for construction projects that involve hospitals, schools, affordable housing, transportation, utility work, emergency repairs and individual housing sites that can continue to operate under strict social distancing guidelines. He did not detail those restrictions.
