The Department of Labor delivered their final report to President Donald Trump and while many window dealers sought to take advantage of the backing and resources it portended to offer, they will probably be disappointed because the very thing they shy away from — high wages and control/responsibility for the installation — are required in most apprenticeship programs.
In addition, the apprentice must be paid while learning and be guaranteed a job — full time — which puts an extra burden on the replacement window business model. Independent installers help some dealers offer low prices, and when a dealer has employees installing, higher wages, and pay for less production while the apprentice learns, keep these specialty dealers less likely to be competitive.
What needs to happen seems to be a more organized structure for window installation crews: efficiency! The AWDI Academy of Window and Door Installation which trained and made installation more efficient and reliable for the Window Fitter Program and Insurantee demonstrated how better control and efficiency can be successful and profitable, while providing the required certification backing the DOE wants in their Apprenticeship Program.
