Assistant Secretary of Labor for the Occupational Safety and Health Administration David Michaels, Ph.D., announced a new enforcement strategy during the 2015 National Safety Council Congress & Expo in which the Agency will no longer count the number of inspections it conducts in an effort to emphasize quality over quantity.
The Agency currently averages 40,000 inspections a year. Under the Enforcement Waiving System — which goes into effect in fiscal year 2016 — OSHA will no longer tally inspections, but rather will concentrate on the more complicated, time-consuming cases, according to Michaels.

Construction Equipment
Construction spending in August reached a seven-year high and climbed at the fastest rate since 2006, according to an analysis by the Associated General Contractors of America. AGC officials noted that growing demand for construction was likely to add to the challenges many firms are having finding qualified workers.
Construction spending in August totaled $1.086 trillion at a seasonally adjusted annual rate, 0.7 percent higher than the July total and 13.7 percent higher than in August 2014.

Anirban Basu, chief economist for the ABC, said in a statement that construction was one of the "few bright spots" in the September job report, with residential and nonresidential construction "two of the nation's five leading growth segments."
"The industry's unemployment rate is down 1.5 percentage points from September 2014 and is essentially at its lowest point in eight years. There are 125,000 fewer unemployed construction workers than there were one year ago, and construction employment is up by 205,000 positions on a year-over-year basis, one of the best performances of any industry in both absolute and percentage terms," Basu said.
