GAO finds Trump administration devalued carbon costs to roll back regulations
S&P Global
The U.S. Government Accountability Office has found that the Trump administration underestimated the economic damages caused by greenhouse gas emissions significantly, up to seven times lower than previous estimates, to justify easing or repealing environmental regulations.

Federal judge blocks Trump administration's easing of rule on methane emissions
Reuters
A federal judge in California late on July 25 blocked a rollback by the Trump administration of a rule on slashing emissions of the powerful greenhouse gas methane from oil and gas operations on federal and tribal lands. U.S. District Judge Yvonne Rogers of the Northern District of California said in her ruling that the administration’s easing of the Waste Prevention Rule was contrary to the Interior Department’s mandate to ensure safe and responsible drilling on public lands, and failed to consider scientific findings relied upon by previous presidential administrations.

Water expert discusses slowdown in federal regulation of drinking water
Phys.org
It didn't grab headlines, but the U.S. Environmental Protection Agency's (EPA) decision last month to back away from regulating a rocket fuel ingredient in drinking water points to a dramatic shift in federal oversight. The decision was followed by a proposal to slow the process for reviewing chemicals under the Toxic Substances Control Act (TSCA) and delayed action on hazardous perfluorochemicals, PFAS and PFOA, that have been found in various water systems. Richard Luthy, the Silas H. Palmer Professor of Civil and Environmental Engineering at Stanford, discusses how the EPA and individual states regulate water, risks for certain communities and related issues.

New report: Canada's climate goals undermined by 'logging loophole'
NRDC
Canada’s ambitious climate goals are threatened by a “logging loophole” that allows industrial logging to clearcut the carbon-rich boreal forest, unleashing emissions neither adequately counted nor regulated under current law, according to a new analysis released today by Nature Canada, Environmental Defence Canada, and NRDC (Natural Resources Defense Council).

EU's greenhouse gas strategy fails to plug methane hole
Energyworld
The European Union does not plan to crack down on planet-warming methane emissions from gas imports despite pressure from oil companies, activists and academics, according to its draft strategy and sources familiar with the matter. While the EU plans to impose carbon dioxide taxes on imports of energy intensive goods, critics say the world's biggest gas importer is not targeting suppliers of the fuel hard enough in its methane strategy due to be unveiled this year.

Studies: Global methane emissions rising due to oil and gas, agriculture
Reuters
U.S. oil and gas drilling along with agricultural production worldwide are driving up global emissions of methane, a potent greenhouse gas, two new studies show. That marks a shift from the 2000s, when methane output from human activity came mostly from coal mines. But from 2007 through 2017, methane emissions have climbed on leaks from fossil fuel operations and on food production as people around the world eat more meat.

Trump reins in major environmental law to speed big projects
The Associated Press via ABC News
President Donald Trump announced July 15 that he is rolling back a foundational Nixon-era environmental law that he says stifles infrastructure projects, but that is credited with keeping big construction projects from fouling up the environment and ensuring there is public input on major projects. Trump was in Atlanta to announce changes to National Environmental Policy Act regulations for how and when authorities must conduct environmental reviews, making it easier to build highways, pipelines, chemical and solar plants and other projects.

New California regulation could jump-start solar panel recycling sector
Waste Dive
A long-awaited change to California’s regulations on the handling of solar panel waste is expected to take effect later this year, with implications that could shape the developing U.S. solar panel recycling industry. The California Department of Toxic Substances Control (DTSC) is poised to classify solar panels as a subset of hazardous waste known as universal waste — a change that, legal experts say, makes recycling the panels easier in several ways.
