The Great Plains and Midwest, struggling with flooding that inundated roads and farms and pushed rivers to record heights, is set to get more rain ahead, with light showers forecast over the next few days and a heavier downpour later.
At least 17 high-water records have been set across Nebraska, where 660 people are in evacuation shelters and the National Guard and State Patrol have had to rescue more than 175 people, the Nebraska Emergency Management Agency said in a statement.

Federal Railroad Administrator Ronald Batory on Tuesday declared an emergency event for railroad operations because of extreme flooding throughout the Midwest.
The National Weather Service has documented historic flooding throughout the region, Batory said in an emergency event announcement. Rivers rose to unprecedented levels in more than 40 locations due to melting snow and ice, causing power outages, breached dams and broken levees.

Any notable increase in crude oil pipeline or rail capacity in Canada would need to come from major infrastructure projects since pipelines are at full capacity and rail infrastructure is operating at or near capacity, according to a National Energy Board (NEB) report.
Canadian Minister of Natural Resources Amarjeet Sohi asked the NEB to assess available capacity on oil pipelines, examine ways to optimize oil pipeline capacity out of western Canada and explore short-term steps to further maximize rail capacity.

For the week ending March 16, 2019, U.S. railroads logged 501,001 carloads and intermodal units, down 6.8 percent compared with total volume from the same week last year, according to Association of American Railroads data.
Carloads dropped 8.8 percent to 240,317 units while intermodal volume declined 4.8 percent to 260,684 containers and trailers.

Mandatory training for commercial truck drivers in Saskatchewan is to begin.
The change was announced in December, eight months after a deadly crash between a semi and a bus carrying the Humboldt Broncos junior hockey team.
Sixteen people died and 13 were injured when an inexperienced truck driver from Calgary blew through a stop sign in rural Saskatchewan and into the path of the bus.

Ontario Premier Doug Ford focused on the trucking industry as he continued to sound the alarm about a federally imposed carbon tax, which takes hold on April 1.
Diesel prices will increase by 5.37 cents per liter this year and 13.41 cents by 2022. Combined with HST, this will add more than $350 million to the price of the province's heavy-duty transportation in the coming year. By 2022, the figure could be as high as $870 million.

Japan's exports fell for a third straight month in February, as a global economic slowdown and waning technology cycle take a toll.
Shipments abroad fell 1.2 percent by value from a year earlier, according to the finance ministry. Economists had forecast a 0.6 percent drop, following an 8.4 percent slide in January, the biggest slump since 2016.
