NAV CANADA
NAV CANADA unveiled a proposal to revise its services charges through a temporary one-year rate reduction in addition to revisions to its base rates. The temporary adjustment provides a reduction to charges for all services during the company's next fiscal year, from Sept. 1, 2016 to Aug. 31, 2017.
On average, these adjustments represent a 3.7 percent reduction from the current base rates. This temporary reduction would apply to all of the air navigation services provided by NAV CANADA. For general aviation charges, the reduction would be in place from March 1, 2017, to Feb. 28, 2018, consistent with the revision cycle for these charges. Rates for GA (0.617 – 2.0 metric tonnes) go from $68 to $67.64 as a base rate, temporarily $65 from March 1, 2017, to Feb. 28, 2018.

Many aircraft owners will soon be able to install non-certified avionics in their Part 23 certified airplanes in a development that should be a boon to pilots looking to upgrade their panels on the cheap. It's being hailed as a "breakthrough" by EAA and the FAA (and it really is) but the blockbuster news also has a number of legacy avionics manufacturers scratching their heads.

TC
Effective 2016, in the early weeks of January each year, Transport Canada (TC) will send electronic notifications of the Annual Airworthiness Information Report (AAIR) to Canadian aircraft owners with a valid email address. This practice will reduce TC's environmental footprint and make better use of public funds. The notification will include: A web link to the Continuing Airworthiness Web Information System (CAWIS); and Instructions on how to complete the AAIR online.
Note: Owners will need their AAIR access code, which they can find on the top right corner of any AAIRs sent in the past or by contacting the AAIR division at TC.

Pratt & Whitney Canada (P&WC) has announced the launch of a new flat-rate overhaul program for PT6A engines. The new program gives operators the option of a capped price for work on select models of the ubiquitous turboprop family, ensuring that there are no additional costs if replacement parts are required beyond the basic overhaul scope.
The program is available for work throughout the Canadian engine manufacturer's own service centers and also at participating designated overhaul facilities. The flat rate also covers maintenance for typical corrosion or sulphidation, foreign object damage and replacement of non-P&WC parts with genuine P&WC components.

Turbulence in the business-jet market is rattling some investors, and even status jets like the Gulfstream G650 are showing signs of the stress as more go up for sale. While the large-cabin business segment appears to be the weakest, the small and midsize business jets appear to be holding up better. Analysts say demand in Europe remains flat and emerging markets such as Brazil and China are still in a major slowdown, although deliveries in the U.S. are starting to grow again.

A new all-composite light twin built in Ukraine made its first appearance at Sun 'n Fun this week. The four-seat Softex Aero V24 is being sold in the U.S. as an experimental, with a builder-assist center in Washington, company representative Dara Voss told AVweb at the show. About eight of the aircraft have been sold since 2014, Voss said. With a Lycoming engine, he added, the airplanes are for sale at $550,000, or a show special price of $375,000.

The old joke goes that the ideal airline crew of the future will be one pilot and one dog: the dog to bite the pilot if they try to touch anything, and the pilot to feed the dog.
You laugh, but for U.K. television network Sky1, it was food for thought. So in six hour-long episodes, they attempted to answer a question nobody had asked: Can a dog fly an airplane?
