Civil-citation program for juveniles launches in Escambia County
Pensacola News Journal
During a news conference, local and state officials launched a civil-citation program for juveniles in Escambia County. The program allows law enforcement officers to issue a civil citation to juveniles who commit first-offense misdemeanors, rather than an arrest. Florida Department of Juvenile Justice Secretary Wansley Walters told a crowd of about 30 that the program is a statewide initiative. In attendance were Sheriff David Morgan, Pensacola Police Chief Chip Simmons, State Attorney Bill Eddins, Public Defender Bruce Miller, Schools Superintendent Malcolm Thomas and County Commissioner Lumon May.

Lawmakers provide no money for drug-abuse database
Tallahassee Bureau via Sun Sentinel
With the clock ticking on the 2013 legislative session, lawmakers will likely adjourn without providing funding for the state's prescription drug database, which law enforcement officials say is a key tool in the fight against prescription drug abuse. There's no money for it in the budget being voted on. And legislation to allow pharmaceutical companies to donate money for its operations has faltered.

Sheriff's deputies remembered
Northwest Florida Daily News
Four years ago, Michelle Lopez said goodbye to her husband, expecting to see him a few hours later like every other day. On April 25, 2009, Deputies Burt Lopez and Warren "Skip" York responded to Shoal River Gun Club in Crestview to arrest a domestic violence suspect. They were shot and killed in the ensuing gunfight. The suspect, 28-year-old Joshua Cartwright, was killed later that day in another gunfight with law officers in DeFuniak Springs. Michelle Lopez and Janel York, Skip York's wife, recently had lunch together and talked like old friends, although they didn't meet until after their husbands were killed.
Palm Beach County sheriff gets $1 million for violence prevention unit
The Palm Beach Post
Florida House and Senate budget leaders have awarded Palm Beach County Sheriff Ric Bradshaw $1 million for a new violence prevention unit aimed at preventing tragedies like those in Newtown, Conn., and Aurora, Colo., from occurring on his turf. Bradshaw plans to use the extra $1 million to launch "prevention intervention" units featuring specially trained deputies, mental health professionals and caseworkers. The teams will respond to citizen phone calls to a 24-hour hotline with a knock on the door and a referral to services, if needed. The goal will be avoiding crime — and making sure law enforcement knows about potential powder kegs before tragedies occur, Bradshaw said.

Polk deputy killed in 1-car crash on Bomber Road
WTSP-TV
People living near Bomber Road knew just by the sound of things that something bad had happened. Needham and his neighbors found a sheriff's cruiser off the road and crumpled against trees — a deputy trapped inside. Master Deputy Joseph "Shane" Robbins died of his injuries. The 40-year-old had been with the Polk County Sheriff's Office for 15 years. Robbins was on duty at the time of the crash, but not answering a call and investigators don't know yet what caused him to swerve on the road and eventually crash. Just minutes beforehand he'd waved to another deputy in a cruiser as they passed on the road. Investigators are looking into a possible medical problem and they'd also like to speak with anyone who witnessed the crash.
