Homeland Security Secretary John Kelly is setting a timeline for completing construction of President Donald Trump's southern border wall: 2019.
"The wall will be built where it’s needed first, and then it will be filled in. That's the way I look at it," Kelly told Fox News in an interview, predicting that construction could begin in a matter of months. "I really hope to have it done within the next two years."
Kelly, who was traveling along the U.S.-Mexican border in McAllen, Texas, to meet with Department of Homeland Security workers, gave further details about the border plan, which he called a "layered approach."
