It seemed too good to be true when Kenneth Bumgarner of Millers Creek sought the job of sales manager at Duncan Gun & Pawn in North Wilkesboro, N.C., through a federally funded program that paid most of his salary in a six-month training period. The only paperwork involved with the federal On the Job Training Program was filling out Bumgarner's time sheet so Duncan could be reimbursed and reviewing his job performance halfway through and at the end of his training period.
