Town hall training: Is development the new dosh?

Town halls are changing the way they deliver staff training and development as they look to save money and create the employees with the skills they need to see them through what have been described as the toughest and deepest public sector spending cuts since World War II. Some authorities like Essex county council, which employs 36,000 staff are pooling their human resources skills with 14 other local authorities across the county in order to reduce costs and share their expertise. But smaller authorities like Chorley borough council in Lancashire, England are also transforming their human resources services with dramatic effect. More

Economic conditions continue to affect investments in learning, but minor changes are expected for 2011. Investment in learning and development has reached equilibrium. Overall, investment in learning technologies and services did not rebound as much as expected in 2010 — with about as many firms increasing their spending as decreasing it compared with 2009. Going forward, investment in learning technologies continues to be a priority compared with most other spending alternatives. Custom content development appears to be the area expecting the most growth in the next 12 to 24 months. More

New ways of learning rely on social networks

It's common to think of learning as only structured classroom exercises or planned training sessions. But collaborative tools are offering more options for people to learn. Andrew Krzmarzick, the community manager for GovLoop, writes a blog called "Stop Learning the Hard Way." Krzmarzick joined the DorobekINSIDER to preview this Friday's Federal News Radio Book Club discussion about "The New Social Learning". "Based on my experiences, most people when they hear 'training' they think, classroom-based experience or some kind of virtual or online environment. I think we need to think about learning as, 'When I have a question, on the job, where can I turn?'" Krzmarzick said. "A lot of people are turning to Google, but others are turning to social networks to ask their peers for their insight." Many agencies and organizations set up training sessions for employees throughout the year. Krzmarzick explains that while these are helpful, they must be supplemented with other options. More

All schools categorized based on performance

The Colorado Department of Education has formally assigned every Colorado school to one of four improvement-plan categories based on a new school performance framework. The categories — performance, improvement, priority improvement and turnaround — are based on academic achievement, academic growth and achievement gaps between different groups of students. In high school, post-secondary readiness also is considered. According to the department, 62 percent of all schools are on performance plans, the highest category. Another 21 percent are on improvement plans; 7 percent are on priority improvement plans; and 4 percent are on turnaround plans. The department is still reviewing data for about 5 percent of the schools, none of which are in the St. Vrain Valley School District. More
