Although National Association of Medicaid Directors Executive Director Matt Salo believes President Barack Obama's proposed legislative enticement for states to expand Medicaid is a good deal, he doubts the Republican-controlled Congress will take the president up on the deal.
"MHPA as an organization supports the efforts to expand Medicaid, and providing additional financial incentives may help governors to do so if it's right for their respective states. Our member plans will help those states manage their newly eligible populations via coordinated care and budget predictability," said Jeff Myers, president of Medicaid Health Plans of America.

The pharmaceutical industry's top trade group increased its lobbying spending in 2015 amid intensifying scrutiny of drug prices. The Pharmaceutical Research and Manufacturers of America (PhRMA) spent $18.32 million on lobbying in 2015, up from $16.51 million in 2014, according to disclosure records. Last year was the first year that PhRMA's lobbying spending rose since 2009, according to data from the Center for Responsive Politics.

Ohio Gov. John Kasich praised the New Hampshire Legislature on Wednesday for expanding Medicaid under the president's healthcare overhaul law — a rare move for GOP presidential contender — saying that the decision saved lives. New Hampshire's legislature passed Medicaid expansion in 2014, when Republicans controlled the Senate and Democrats led the House. Kasich accepted federal dollars to expand Medicaid in his home state of Ohio last year — a decision he has staunchly defended since the start of his White House bid.

A Wyoming legislative committee voted Wednesday to reject Gov. Matt Mead's suggestion that the state expand Medicaid to offer coverage to about 20,000 low-income residents. The Joint Appropriations Committee voted to strip Medicaid expansion out of the state Health Department budget in the recommendations it will send to the full legislature.

The Department of Health and Hospitals is now forecasting that Louisiana's Medicaid rolls could swell to nearly 450,000 people after initially projecting that as many as 300,000 uninsured could be covered under the federally funded program. The department had originally based its projections based on U.S. Census data that counted about 306,000 people as uninsured. But there is also a population of about 130,000 people who are part of the state program who are eligible to receive screening and treatment for sexually transmitted infections even if they aren't eligible for Medicaid coverage.

Idaho Gov. C.L. "Butch" Otter's proposal to provide basic medical coverage to people who fall in the so-called "Medicaid gap" has been split into two separate bills, meaning the plan will have to pass through two separate committees to succeed. The Republican governor's program, if approved, would create a new program to provide basic medical care to nearly 78,000 Idahoans who make too much to qualify for Medicaid but also don't qualify for health insurance subsidies.

Nebraska sponsors of legislation to access federal Medicaid expansion dollars to purchase private healthcare insurance for the working poor said Tuesday they have devised a plan that would have no impact on the state tax-supported general fund. The proposal would require small premium contributions from most enrollees and some copays while pointing recipients to employment, education and skills training programs.
